A Project Assistant in the Cooperation Section.

We are

The European Union (EU) is an economic and political partnership between 27 European countries. It plays an important role in international affairs through diplomacy, trade, development aid and working with global organizations. Abroad, the EU is represented through more than 140 diplomatic representations, known also as EU Delegations, which have a similar function to those of an embassy.

The EU Delegation to the Arab Republic of Egypt, Cairo, works in close coordination with the Embassies and Consulates of the 27 EU Member States. We are a fully-fledged diplomatic mission and represent the European Union in dealings with the Egyptian government in areas that are part of the EU’s remit.

We offer

The post of Project Assistant (Local Agent Group 2) in the Delegation’s Cooperation Section. The team consists of 26 people and there are occasional atypical working hours.
Under this post, the recruited person will be attributed functions depending on the needs of the Delegation, and on the changes of these needs. The successful candidate will serve under the supervision and responsibility of the Head of the Cooperation Section, providing support, expertise and assistance in Cooperation.

Following main tasks and duties are currently required:

COORDINATION

• Assistance to the Head of Cooperation with coordination actions of the teams that are part of the Cooperation section;

• Management of the agenda and calendar of the Head of Cooperation with the different teams and other Delegation’ sections;

• Facilitation and overview of the organisation and coordination of Section meetings / committees (including EU Development Counselors meetings);

• Coordination and supervision of Cooperation staff presence, as well as missions outside Cairo and meetings outside the Delegation.

SPECIFIC PROCESS MANAGEMENT

• Coordination of contributions to financial forecasts, briefings, annual reporting exercises, evaluations, follow up tables etc;

• Monitoring of Head of Cooperation visas in ABAC, OPSYS and CRIS and other applications[1];

• Management of existing management tools, such as databases, archives and filing systems, for internal management or external reporting (including production of various monitoring and forecast boards, statistics, tables and graphs, PowerPoint presentations etc.).

EXTERNAL RELATIONS

• Maintain good and effective contacts with local operators in the field, national authorities and institutions, representatives of diplomatic missions of the Member States, representatives of international donors, NGOs and other local non-official actors;

• Develop contacts lists and maintain them up-to-date;

• Monitor official, academic and other sources on Egyptian policy related to Cooperation files. Providing short analysis and on-the-spot translation when relevant.

INTERNAL COMMUNICATION

• Prepare and assist in missions from Headquarters;

• Prepare draft letters, memos and notes (including verbal notes), draft minutes of meetings and related contribution of Section staff to policy reporting

MANAGEMENT SUPPORT

• Ensure follow-up and respect of deadlines and processes in the Section's activities;

• Quality check of documents presented for signature;

• Assist the programme managers and programme officers in the workflow of exchanges and processes (including with external stakeholders and Headquarters);

• Participation in the management and registration of all Cooperation Section mails, filing and archiving in appropriate system under supervision of the Document Management Officer (DMO);

Back-up for visibility and communication uploading tasks;

• Deputy training coordinator for Cooperation Section.

• Any other task related to coordination of the Cooperation Section, or ad hoc tasks relating to the activities of the Section and of the Delegation.

In addition, any other task relating to the activities of the Section and of the Delegation.

The base salary will depend on relevant and verified employment experience, typically starting from EUR 1545 payable in Egyptian pounds based on the info euro of the month of payment.  There is a competitive benefits package, subject to certain conditions, including personal leave days and public holidays, health insurances and a retirement savings plan.

The expected start date will be 01/11/2024. 

Minimum requirements / eligibility criteria (necessary for the application to be considered)

  • High School Degree or equivalent;
  • Minimum 3 years of proven experience in coordination of office and management;
  • Excellent level of written and spoken in English and Arabic (level C2);
  • Excellent computer skills and knowledge of office software and IT tools;
  • Right to residence and work in Egypt.

Assets / selection criteria (basis for awarding points to select the best applicant)

  • University level education in a field relevant to the work of the Section;
  • Experience in working in a team but also independently in multi-disciplinary and multi-cultural environment;
  • Professional experience in coordination and project management in an Embassy or international organization;
  • Knowledge of other EU language(s);
  • Having capacity to focus on priorities and to organize work to deliver on time;
  • Flexibility to work under pressure and to respond quickly to new demands;
  • Organizational and time management skills;
  • Performing high professional standards with regard to reliability, confidentiality, personal integrity, loyalty, and flexibility;
  • Having capacity to communicate clearly and concisely (orally and in writing);
  • Having a good understanding of the values and mission of the European Union;
  • Resilience to stress.

The process

After the deadline for applications, the eligible applications will be admitted to the selection by the Committee set up for this purpose.

Depending on the number of applications received, successive phases of selection may include shortlisting of candidates based on the assessment of the information provided in the cover letter and Europass format CV; practical testing and interviews. 3 best candidates will be invited to the final interview.
