The European Union (EU) is an economic and political partnership between 27 European countries. It plays an important role in international affairs through diplomacy, trade, development aid and working with global organizations. Abroad, the EU is represented through more than 140 diplomatic representations, known also as Delegations of the European Union, which have a similar function to those of an embassy.

 

The Delegation of the European Union to the Arab Republic of Egypt, Cairo works in close coordination with the Embassies and Consulates of the 27 EU Member States. We are a fully-fledged diplomatic mission and represent the European Union in dealings with the Egyptian government in areas that are part of the EU’s remit.

 

We offer

A post of Press and Information Officer (Local Agent Group 1) in the Delegation’s Political Section. The team consists of 9 people and there are occasional atypical working hours.
The focus of the position is on Digital Communication and Public Diplomacy and the post is located in the Political, Press and Information (PPI) Section of the EU Delegation to Egypt and the Head of Section is the job holder’s immediate supervisor.

 

A number of the tasks and assignments will be coordinated directly with the Head of Delegation/Deputy Head of Delegation. The Job Holder will be expected to work closely with the Delegation’s Press Officer, the job holder will manage the EU Delegation’s digital presence, notably social media, website and video content, as well as the development and implementation of the Delegation’s public diplomacy outreach, notably events organisation and stakeholders’ engagement.

 

Collaborating with other sections of the Delegation as needed, the job holder will be expected to continuously propose ways to improve the digital presence, public outreach, visibility, image, and understanding of the EU and its values, policies, and the EU-Egypt partnership.

 

The following main tasks and duties are currently required:

 

  • Lead the management of digital (social media and video content) and public diplomacy activities of the EU Delegation in line with the Delegation’s press and communication strategy.
  • Analyse the trends and developments in the social media sphere and public diplomacy and provide recommendations for improving the understanding of the EU in Egypt.
  • Design, implement and coordinate a digital outreach plan and on that basis manage the social media platforms and website of the Delegation.
  • Oversee the development of video content for use on the social media platforms, including campaigns and website of the Delegation.
  • Design, implement and coordinate public diplomacy activities, local outreach events and networking\building activities locally with the goal of improving the understanding and the perception of the EU in Egypt.
  • Establish and maintain constructive working relations with key stakeholders (youth, universities, academia, think tanks, research and cultural centres, and other relevant groups) to raise awareness and drive engagement to the role of the EU and the Delegation’s various activities in Egypt.
  • Support the Head of Delegation/Deputy Head of Delegation and PPI team in further developing the network of relevant contacts in line with the Delegation’s public diplomacy goals.
  • Contribute to the organisation of EU Member States’ Press Counsellors monthly meetings.
  • Contribute to annual budget planning and management of contracts concerning digital and public diplomacy activities of the Delegation (including drafting tenders, contracts, purchase orders, and invoices).
  • Help in the organisation of in-country visits of officials from EU institutions.
  • Acts as the Liaison Officer within the Delegation for the EU Visitor's Programme (EUVP) for Egypt and the League of Arab States.
  • Closely cooperate with the European External Action Service Strategic Communications Task Forces.
  • Replace the other Press and Information Officer in her absence.

 

The base salary will depend on relevant and verified employment experience, typically starting from

EGP 64,637.  There is a competitive benefits package, subject to certain conditions, including personal

leave days and public holidays, health insurances and a retirement savings plan.

 

The expected start date is 01/08/2024. 

 

Minimum requirements / eligibility criteria (necessary for the application to be considered)

 

  • Bachelors or postgraduate degree, preferably in a related discipline such as international relations, politics, economics, public relations, media, journalist or communications;
  • Minimum 3 years relevant professional experience in public diplomacy and/or digital communication and/or social media management or related field;
  • Proven experience of working on social media in a professional context;
  • Excellent knowledge (C1) of English and Arabic;
  • Excellent knowledge of Office applications (notably MS WORD, EXCEL, …);
  • Right to residence and work in Egypt (if no Egyptian, please provide a copy of a valid residence visa and valid work permit with your application);

 

 

Assets / selection criteria (basis for awarding points to select the best applicant)

  • Familiarity with the EU institutions and EU culture;
  • Previous experience working with an Embassy, NGO, or international organization;
  • Experience in basic multimedia production/editing, vlogs, graphic design and

publishing tools;

  • Advanced networking, representational and protocol experience;
  • Excellent experience in writing for digital communication platforms and social media

including different styles and tones of voice in both English and Arabic;

  • Ability to distil and synthesize complex information in writing and orally;
  • Strong organizational and event management skills;
  • A good understanding of the EU’s foreign policy priorities, and the role of the EU Delegation to Egypt;
  • Ability to work independently and within a team, be proactive and have a strong results oriented approach;
  • Ability to understand and work in multilingual and multicultural teams.
  • High professional standards with regard to reliability, confidentiality, personal integrity,
    loyalty and flexibility.

The process

 

After the deadline for applications, the eligible applications will be admitted to the Selection by the Committee set up for this purpose.

 

Depending on the number of applications received, successive phases of selection may include shortlisting of candidates based on the assessment of the information provided in the cover letter and the Europass format CV; practical testing and interviews. Best candidates will be invited to the final interview.
