Agenda highlights

The first-ever EU-Egypt summit will take place in Brussels on 22 October.

The President of the European Council, António Costa, and the President of the European Commission, Ursula von der Leyen, representing the EU, will meet Egyptian President Abdul Fattah al-Sisi.

Egypt is a key strategic partner in view of its geographical location and the major stabilising role it plays in the Middle East region.

Our first bilateral summit will be an excellent opportunity to further deepen our partnership, cooperate in addressing our common challenges and unleash the full potential of our relationship.

The focus of the summit will be on bilateral relations and on further deepening the political and economic partnership, with the aim of fostering the parties' shared stability, peace and prosperity.

The leaders will also discuss today's global challenges, including the situation in the Middle East, Ukraine, multilateralism, trade, migration and security.

 

Background

EU-Egypt cooperation

In March 2024, the EU and Egypt signed a Strategic and Comprehensive Partnership that further elevates their relationship. The partnership focuses on six pillars:

  • political relations
  • economic stability
  • trade and investments
  • migration and mobility
  • security
  • demography and human capital

The Strategic and Comprehensive Partnership between the EU and Egypt is accompanied by a financial and investment package of €7.4 billion for the 2024‑2027 period.

Trade

The EU-Egypt Association Agreement has been in force since 2004. It creates a free trade area between the EU and Egypt by removing tariffs on industrial products and making agricultural products easier to trade.

In 2024, the EU was Egypt's top trading partner in goods, accounting for 22% of Egypt's trade. Trade in goods between the EU and Egypt was worth €32.5 billion, with €12.6 billion worth of imports and €19.9 billion worth of exports.

In the margins of the summit, the high-level event on 'Implementing the EU-Egypt Strategic and Comprehensive Partnership: accelerating strategic investment, industrial transformation and innovation' will bring together top political and business leaders, financial institutions, industry associations and business pioneers from both the EU and Egypt on 22 October in Brussels with a view to implementing and advancing the EU-Egypt partnership's forward-looking agenda and setting the stage for a more resilient, competitive and innovation-driven EU-Egypt future.
