The 14th Senior Officials' Meeting between the European Union and Thailand took place in Brussels on 16 October 2019.

Participants exchanged views on recent developments in the EU and Thailand. The discussion also covered political, trade, security, migration, development cooperation and environmental matters, including forest law enforcement (FLEGT), as well as human rights issues.

The European Union and Thailand underlined their willingness to enhance the level of bilateral engagement. The holding of general elections in March 2019, the subsequent constitution of a pluralistic parliament and the formation of an elected government represent important steps towards restoring a democratic form of governance in Thailand.

On 14 October 2019, the EU Foreign Affairs Council reiterated the EU's readiness to broaden its engagement with Thailand, including on issues of human rights, fundamental freedoms and democratic pluralism, by preparing for the signature of the Partnership and Co-operation Agreement. The EU Foreign Ministers also stressed the importance of taking steps towards the resumption of negotiations on a Free Trade Agreement with Thailand.

In line with the EU Foreign Affairs Council Conclusions, the EU underlined the importance of continued dialogue on the value-base of the relationship, the realisation of which will be followed closely.

The meeting noted substantial progress made by Thailand on important matters such as fight against illegal fishing (IUU), labour issues and the prevention of human trafficking.

The EU expressed appreciation for the role of Thailand as chair of ASEAN and for its support to further deepen ASEAN-EU relations.

The meeting was co-chaired by Ms Paola Pampaloni, Deputy Managing Director, Asia and the Pacific, European External Action Service, and by Mr Sasiwat Wongsinsawat, Director-General of the Department of European Affairs, Royal Thai Foreign Ministry.
