Mme Federica Mogherini, haute représentante de l'Union pour les affaires étrangères et la politique de sécurité et vice-présidente de la Commission européenne, se rendra à La Havane les 23 et 24 mars. Il s'agit de la première visite d'un haut représentant de l'Union européenne à Cuba, qui intervient à un moment crucial pour les négociations entre l'UE et Cuba. La haute représentante s'entretiendra avec ses interlocuteurs cubains de l'évolution de la situation dans le pays et des perspectives de coopération entre les deux parties.

Today another Wall has started to fall. President Obama's announcement of important US policy measures towards Cuba heralds a long awaited change in the fraught relations between the Caribbean island nation and its North American neighbour, for which I personally congratulated Secretary of State John Kerry today. The initiative to re-establish diplomatic relations after over half a century of estrangement and the proposals for expanding the possibilities of contact and exchanges between Cubans and Americans are an historical turning point.

EU development cooperation with Cuba restarted following the Council Conclusions of June 2008. In October 2008, the European Commission and Cuba signed a Joint Declaration on the resumption of cooperation and in November the following priorities for cooperation were identified: 1) reconstruction and rehabilitation following hurricanes; 2) food security; 3) trade; 4) environment; 5) research & technology; 6) disaster preparedness & risk reduction; 7) culture; 8) non-state actors. Since then, the EU has made available over EUR 86 million for cooperation programmes in Cuba (this amount does not include the EUR 50 million foreseen under the present MIP).
