EU development cooperation with Cuba restarted following the Council Conclusions of June 2008. In October 2008, the European Commission and Cuba signed a Joint Declaration on the resumption of cooperation and in November the following priorities for cooperation were identified:

1. reconstruction and rehabilitation following hurricanes;
2. food security;
3. trade;
4. environment;
5. research & technology;
6. disaster reparedness & risk reduction;
7. culture;
8. non-state actors.

Since then, the EU has made available over EUR 86 million for cooperation programmes in Cuba
(this amount does not include the EUR 50 million foreseen under the present MIP).
