  • C'est un grand honneur de vous accueillir à la Résidence de l'Union européenne pour célébrer la Journée de l’Europe.


  • Célébrer le 9 mai s'est se rappeler que cette Union a permis aux citoyens européens de vivre la plus longue période de paix, de stabilité et de prospérité dans l’histoire du continent.
  • Cette année, ce 9 mai est particulier car il nous donne aussi une occasion de célébrer le 60e anniversaire de la signature des Traités de Rome, notamment le Traité qui a établi la Communauté économique européenne.
  • Ce Traité est un traité fondateur de l'Union européenne telle qu'elle est aujourd'hui.
  • 67 years ago, on 9 May, in his declaration, Robert Schuman, one of the founding fathers of the European Union, said:
  • "Europe will not be made all at once, or according to a single plan. It will be built through concrete achievements which first create a de facto solidarity."
  • At a time when the European Union is facing unprecedented challenges, both domestic and global, I believe that his message is more valid than ever.
  • Now, it is important to take stock of what the European Union has achieved but also to reflect on the future of Europe.
  • The European leaders declared on 25 March on the occasion of the celebration of 60 years of the signature of the Treaties of Rome:
    • "In the ten years to come we want a Union that is safe and secure, prosperous, competitive, sustainable and socially responsible, and with the will and capacity of playing a key role in the world and of shaping globalisation."
  • I believe that this is an important message to our partners in the world including our friends here in Mauritius. It is a message that confirms that the European Union will remain a reliable global power.
  • I am proud to say that the European Union and the Republic of Mauritius are longstanding trusted and valued partners.
  • For forty years, our partnership has delivered major achievements in many areas.
  • The European Union has supported the economic and social reforms of the Government and hence contributed to reforming the sugar sector.
  • But we have also worked at grassroots level for socio-economic empowerment of vulnerable groups. In the last 10 years, around 400 community-based projects have been successfully implemented in Mauritius,  Rodrigues and Agalega to improve the lives of thousands.
  • Our partnership has changed over the years and now covers topics of mutual interest expanding beyond development cooperation, including maritime security, women and children rights, trade and investment, sustainable fisheries, science and research, and climate change.
  • The European Union partners with the Government to achieve its vision to evolve to a high income country.
  • In this context, our bilateral programme focuses on tertiary education and research and innovation to improve the human capital base, and contribute to unlock growth.
  • But it is trade and investment which play a key role in achieving sustainable and inclusive growth. That's why the Economic Partnership Agreement with Mauritius and the EU is so important. And the new programme to support the implementation of the agreement will contribute to improving the ease of doing business and competitiveness of Mauritius private sector.
  • We have recently successfully concluded the negotiations on a new Protocol under our Fisheries Partnership. It is an important achievement that will pave the way for enhanced EU-Mauritius relations in favour of sustainable fisheries and ocean governance.
  • I am also happy to announce that we will continue to work together in the area of climate change adaptation and mitigation through smart agriculture with a new programme to start soon.
  • On the political front, we will hold the next Political Dialogue at the end of the month to discuss our current and future partnership and about the ways we can work together to address global challenges of common interest.


  • Ladies and Gentlemen,
  • Allow me to mention that this year is an important year for our partnership with Africa. In preparation for the 5th EU-Africa Summit that will take place in Côte d'Ivoire in November, where all African leaders will be invited, the European Union and Africa will work together for more prosperity and stability in the two continents which are bound by their history and common future.
  • I look forward to continuing our engagement in a true spirit of partnership with the Government of Mauritius.
  • I would now like to invite you to join me to celebrate Europe Day and 60 years of the signature of the Treaties of Rome.
