Remarks by the High Representative/Vice-President Federica Mogherini upon arrival at the Foreign Affairs Council

Good morning. Very quickly because we are just about to start. First of all, our thoughts are with the victims of the terrible terrorist attack that took place on Saturday in Istanbul. All our solidarity goes to the Turkish people, the Turkish authorities as well. As well as the terrible strike on the church in Cairo, all our solidarity goes also to our Egyptian friends.
Today we will have an "Africa day" in the Council. We will focus on how to upgrade our partnership with Africa in view of next year – we have the EU-Africa Summit. Our relations with Africa are strategically important for us, not only centred on migration but also on economic development and security and I will propose to Ministers to upgrade our partnership with Africa.
We will have also a discussion on the Migration Compacts. I will update the Ministers ahead of the European Council which will discuss this.
And at the margins of the Foreign Affairs Council there will be two very important Latin America related events. One just now: we will sign together with the Cuban Foreign Minister [Bruno Rodriguez Parilla] the first ever agreement between Cuba and the European Union, an important political agreement and then, this evening, we will be honoured to welcome President [of Colombia Juan Manuel] Santos who has just received the Nobel Peace Prize in Oslo and we will sign, in his presence, the European Union Trust Fund to accompany this process in Colombia.
