The Register of Damage for Ukraine opens for claims at the Ministerial Conference “Restoring Justice for Ukraine” in the Hague (2 April)
The Register of Damage opened for the submission of claims. The official announcement was made by the Executive Director at the 4th meeting of the Conference of Participants of the Register of Damage, held Tuesday 2 April in The Hague as part of the Ministerial Conference on “Restoring Justice for Ukraine” attended by ministers and senior officials from more than 60 states. The conference was co-hosted by the European Commission, the Netherlands and Ukraine.
Earlier, during the European Council meeting of 21 and 22 March, the EU once again reaffirmed its unwavering support for Ukraine. The Council expressed its support for the Core Group's effortsto set up a tribunal for the prosecution of the crime of aggression against Ukraine, and to provide future reparations. On 20 March, the EU-Ukraine Association Council also welcomed the Council of Europe's Register of Damage.
Membership
The Register’s membership is open to both Council of Europe member and non-member States. The Register seeks a truly global membership and any state that voted in favour of United Nations General Assembly Resolution A/RES/ES-11/5 “Furtherance of remedy and reparation for aggression against Ukraine” of 14 November 2022 are encouraged to become a Participant or an Associate Member.
As of today, 43 states and the European Union have joined the Register.
What does the Register do?
The Register of Damage serves as a record, in documentary form, of evidence and claims information on damage, loss or injury caused to all natural and legal persons concerned, as well as the State of Ukraine, caused from 24 February 2022 in the territory of Ukraine by the Russian Federation’s internationally wrongful acts in or against Ukraine.
It begins its operations with one critical category – damage or destruction of residential property. Between 300,000 and 600,000 claims are expected in this category. In just one week, the platform received more than 1,000 claims (As of today, the platform received almost 2,000 claims). Other categories of claims will be launched in the near future, including claims from individuals that have been most affected by the war, as well as claims related to damage or destruction of Ukraine’s critical infrastructure.
