EU Statements at the Council of Europe in October 2025

In October, the European Union delivered two statements at the Committee of Ministers of the Council of Europe, the first one following the parliamentary elections in Moldova, which took place on 28 September, condemning Russian hybrid attacks. The second statement was delivered by the Head of Delegation on 15 October, and it was first issued on 13 October by President of the European Council António Costa following his participation in the Sharm El-Sheikh Summit.

On 7 October, the European Union delivered a statement at the 1539th Meeting of the Ministers’ Deputies at the Council of Europe, following the parliamentarian elections. The statement condemns relentless hybrid attacks by Russia and its proxies aimed at undermining the rule of law and democratic process in the Republic of Moldova and highlighted that the future of the Republic of Moldova and its citizens lies within the European Union, underscoring the significant progress achieved so far by the Moldavian authorities toward the accession progress.

The Ambassador highlighted that the recent parliamentary elections in the Republic of Moldova were competitive, well organised, and conducted within a solid legal framework, as confirmed by the OSCE/ODIHR. Despite some challenges related to new laws and candidate eligibility, the Central Electoral Commission effectively addressed these issues, ensuring the integrity of the process. Looking ahead, the Ambassador emphasised the EU’s readiness to work closely with the newly elected Parliament and incoming Government to advance Moldova’s EU accession, implement key reforms, and strengthen the country’s resilience and economic development.

On 15 October, at the 1540th Meeting of the Ministers’ Deputies at the Council of Europe, the EU Head of Delegation, Vesna Kos read a statement first issued on 13 October by President António Costa following his participation in the Sharm El-Sheikh Summit. 

The statement emphasised the European Union’s readiness to actively engage in implementing the Peace Plan and to work with all parties toward a lasting peace between Israelis and Palestinians, based on the two-State solution. The EU also reaffirmed its commitment to supporting post-conflict recovery and reconstruction in Gaza, including participation in the International Peace Board and the resumption of EUBAM Rafah and EUPOL COPPS missions to enhance border security and police capacity. Furthermore, the Ambassador underlined the EU’s intention to expand humanitarian assistance and strengthen support for the reformed Palestinian Authority.
