EU Statements at the Council of Europe in June 2025

In June, the European Union delivered a statement at the Committee of Ministers of the Council of Europe, emphasising its steadfast commitment to preventing and eradicating torture. This statement was made ahead of the International Day in Support of Victims of Torture on June 26, 2025, underscoring the EU's strong stance against the use of torture, particularly in light of ongoing violations related to Russia's aggressive actions in Ukraine.

 

On June 18, the European Union delivered a statement at the 1532nd Meeting of the Ministers’ Deputies at the Council of Europe, highlighting its unwavering commitment to eradicating torture. This crucial message precedes the International Day in Support of Victims of Torture on June 26, 2025, underscoring the ongoing relevance of addressing these abuses within Europe.

The EU has expressed grave concern over allegations of torture, particularly focusing on Russia’s ongoing aggression in Ukraine. These acts have been documented by various international bodies, such as the United Nations Human Rights Monitoring Mission in Ukraine and the OSCE Moscow Mechanism. The EU calls for accountability, asserting that impunity must not be allowed for perpetrators of such violations.

Emphasising the non-derogable prohibition of torture, as stated in Article 3 of the European Convention on Human Rights, the EU reminded all member states of their duty to prevent such acts, prosecute offenders, and ensure reparations for victims. Despite these obligations, reports of torture persist, especially in detention settings and in contexts involving police custody and peaceful protests.

The EU lauds the work of the Council of Europe’s Committee for the Prevention of Torture and underscores the importance of its collaboration with the Council of Europe in the fight against these inhumane practices. This partnership remains a pillar of their shared commitment to human dignity, justice, and the rule of law.
