EU and Council of Europe cooperation facilitates first LGBTI shelter in Bosnia and Herzegovina

This shelter, which opened its doors in April 2024, provides a crucial lifeline for LGBTI individuals facing violence, discrimination, and family rejection by offering psychological and legal support. Through a regional conference organised by the EU and the Council of Europe, shelter representatives have established vital connections with counterparts from North Macedonia and Albania, exchanging experiences and best practices.

The initiative was made possible through a grant under the action “Towards an equal, inclusive, and tolerant Bosnia and Herzegovina” of the Joint Programme Horizontal Facility for the Western Balkans and Türkiye (Horizontal Facility III) which has helped strengthen protections for LGBTI individuals, promoting inclusivity and human rights in the region.

The Horizontal Facility III, running from 2023 to 2026, plays a key role in supporting reforms in human rights, democracy, and the rule of law across the Western Balkans and Türkiye. With a budget of €41 million (85% funded by the EU, 15% by the Council of Europe), it empowers beneficiaries to align with European standards, a critical step in the EU enlargement process. It follows Horizontal Facility I and II running from 2016-2019 and 2019-2022.
