1529th Meeting of the Committee of Ministers (28 May 2025) EU statement on Ukraine/ Russia ceasefire

The European Union reiterates its resolute condemnation of Russia’s war of aggression against Ukraine, which constitutes a manifest violation of the UN Charter, and reaffirms its continued support for Ukraine’s independence, sovereignty and territorial integrity within its internationally recognized borders.

The EU remains steadfast in its commitment to a comprehensive, just and lasting peace in Ukraine, grounded in the principles of the UN Charter and international law and welcomes all efforts towards achieving such peace.

We join Ukraine and international partners, including the United States, in calling for a full, unconditional ceasefire of at least 30 days. This pause in hostilities could serve as a vital step toward reducing civilian suffering and allow space for meaningful talks for genuine peace aimed at ending Russia’s war of aggression and restoring a comprehensive, just and lasting peace.

As in the past, it is now for Russia to show its willingness to achieve peace.

We call for the return of all prisoners of war, unlawfully detained civilians and unlawfully deported or forcibly transferred children. The European Union remains committed to supporting Ukraine’s repair, recovery and reconstruction, in coordination with international partners.

The EU reiterates its firm commitment to holding to account all perpetrators and accomplices of war crimes committed in connection with Russia’s war of aggression against Ukraine.
