Abroad, the EU is represented through more than 140 diplomatic representations, known also as EU Delegations, which have a similar function to those of an embassy.

The EU Delegation to to the Republic of Colombia ensures the representation of the European Union to the Republic of Colombia and the follow-up of bilateral relations in the areas of political, economic, trade and external assistance cooperation. It also coordinates the work of the Member States’ Embassies. Our mission is to represent the values and interests of the European Union in Colombia, contributing to the prosperity, peace, development and stability of the country and its citizens. We offer

We offer a post of Policy Officer . Under this post, the recruited person will be attributed functions depending on the needs of the Delegation. Upon recruitment, the successful candidate will occupy a specific job function as Policy Officer – this job function may be changed in accordance with the needs of the Delegation. Under this job function the successful candidate will serve as technical and support staff to the Political, Press and Information Section with the following tasks and responsibilities under the supervision and responsibility of the relevant head of section:

Job content, overall purpose:

 

  • Analysis and reporting in the field of political situation, human rights, peace and sector policies in Colombia
  • Follow and analyse Colombia´s role and policies in regional and multilateral fora and relations with the EU and its Member States
  • Report on policies related to peace building and conflict prevention, together with colleagues from the political and cooperation sections;
  • Under the direct supervision of the Head of Section and/or Head of Delegation (HoD), assist the Head of Section in coordinating the section's activities as required;
  • Depending on specific competences of the candidate contribute to the wide range of activities covered by the Political, Press and Information section related to Colombia

 

Functions and Duties:

 

  • Provide support to the regular analysis and reporting on the political situation in Colombia's domestic, regional and international affairs
  • Advice and support in advancing EU values and interest in Colombia
  • Establish and maintain networks of contacts with government, civil society, international organisations, academia, and media.
  • Organise meetings and public events.
  • Draft speeches and reports from meetings.
  • Liaise and cooperate constructively with the other sections of the Delegation.
  • Provide advice regarding the promotion of the EU visibility in Colombia.

 

The post concerns a full time position (37.5 hours per week) with indefinite contract duration in Bogotá, including field missions and possibly occasional missions to Brussels.

Selection Criteria

Minimum Requirements:

  1. Medically fit to perform the required duties;
  2. Enjoys civil rights and permits for employment under local law;
  3. Has a satisfactory knowledge of English and Spanish (C1 level writing and speaking) ;
  4. University degree in political science, law, economics, business, international relations or equivalent
  5. At least 3 years of experience related to the job at institutional level (embassy, international organization, NGO, ministry, etc.).

 

The following will be considered an asset:

  1. Knowledge of any other EU language would be a strong asset.
  2. Thorough knowledge (capacity to write and speak) in English and Spanish.
  3. Good knowledge of: Colombian political situation, peace process, human rights, regional integration processes, EU institutions and the- EU Common Foreign and Security Policy / European Security and Defense Policy; - EU external action and policies.

 

  1. Very good analytical capabilities as well as strong competences in drafting and reporting.

 

  1. Rapid grasp of problems and capacity to identify issues and response. Competences to work with highly sensitive issues.

 

  1. Ability to work independently and as a member of a team.
  2. Capacity to work under times constraints

The procedure

After the deadline for applications, the applications will be reviewed by a Selection Committee set up for this purpose. The Selection Committee will prepare a short-list of candidates who are considered to be the most suitable for the post on the basis of a preliminary assessment of the information provided in their application letter and the supporting documents. The short-listed candidates will be invited to an assessment phase which may include an interview if necessary – during this phase, the Selection Committee will assess the suitability of the candidates for the post.

The candidates who have not been short-listed will not be contacted individually; however, the Delegation will use the same means of publication as for this Vacancy Notice to inform the remaining candidates once the recruitment procedure has been completed and that a candidate has (or has not) been recruited.
