The European Union (EU) is an economic and political partnership between 27 European countries. It plays an important role in international affairs through diplomacy, trade, development aid and working with global organisations. Abroad, the EU is represented through more than 140 diplomatic representations, known as EU Delegations, which have a similar function to those of an embassy. The EU Delegation to Papua New Guinea ensures the representation of the European Union to Papua New Guinea and the follow-up of bilateral political, economic, trade and development cooperation relations.

We offer

For the position of Press and Information Officer, working under the direct supervision of the Head of the Political, Press & Information Section the successful candidate will be will primarily be in charge of maintaining and further developing the Delegation's relations with PNG press and media (printed and digital) counterparts.

This entails i.a. closely following reporting in PNG press and media on EU-related topics and activities, providing EU information to press and media as may be required (e.g. op-ed's or opinion pieces, responding timely to press and media enquiries etc) and maintaining the Delegation's website and social media (at this moment mainly Facebook) both in terms of content developer and as the main operator of these digital information outlets, drafting of press releases and related documents, organisation of press and media events as well as public diplomacy activities, and all related procurement and financial management tasks related to the foregoing (specific training shall be provided as needed).

In the absence of the Head of Section, the successful candidate will be expected to ensure basic business continuity.

We offer a workplace with a multinational team of local and expatriate staff members where proactivity and an open mind are expected. Normal working hours are from Monday to Friday from 08:00 to 17:00 including a lunch break. Work-life balance is assured in the frame of a flexible working time scheme, which also takes into account an occasional peak in the workload (e.g. events taking place in the evenings). The EU Delegation's office is located in Harbour City, Port Moresby. Partial Teleworking arrangements might be necessary due to the current Covid-10 crisis.

After a probationary period of 3 months an indefinite contract with a minimum gross basic monthly remuneration of PGK 9311 (Local Agent category I) 13 times per year is offered. Relevant qualified working experience will be taken into account when fixing the actual paygrade.

In addition, a monthly transport allowance and a contribution to a superannuation fund are granted. A medical insurance scheme with reimbursements of 80 % of eligible health care costs is provided for the employee and eligible dependents. Besides national holidays, annual leave of 1,5 days per month is provided.

Selection Criteria

Minimum Requirements:

1. Medically fit to perform the required duties;

2. Enjoys civil rights and permits for employment under local law;

3. University Degree (e.g. in journalism, politics, international relations or another domain that can be considered relevant to the position) based on a minimum 3 years full time study;

4. Excellent proficiency in English (written and spoken);

5. Excellent computer literacy (Microsoft applications Word, Excel, PowerPoint etc);

6. Excellent drafting, communication and organisational skills;

7. Minimum of 3 years of relevant working experience after graduation from University;

The following will be considered an asset:

1. Working experience in a diplomatic mission or international organisation, or private sector, ideally in press/media and/or communication;

2. Advanced university degree in a domain relevant to the position;

3. Basic knowledge of French;

The successful candidate will be expected to work to a high level of accuracy, integrity, commitment and reliability, and be able to work productively both independently and as member of a team.

The procedure

After the deadline all applications will be reviewed by an ad-hoc Selection Committee set up for the purpose of this recruitment. On the basis of a preliminary assessment of the information provided in their application letter and the CV (using the EU CV template) the Selection Committee will prepare a short-list of candidates who best meet the criteria for the post. Only shortlisted candidates will be requested to provide proof of the minimum requirements (minimum of 3 years relevant professional work experience, university degree after minimum 3 years of full time studies supported with the transcripts and official curriculum of the study program). Note that any certificate must include the exact start and end date as indicated in the CV. Based on the assessment of supporting documents the most suitable candidates will be invited for a written test. Those candidates with the best results will be invited for an interview. The final shortlisted candidate(s) will have to provide original certificates, diplomas and transcripts which will be verified with the former employers and educational entity. The candidates who have not been short-listed will not be contacted individually; however, the Delegation will use the same means of publication as for this Vacancy Notice to inform the remaining candidates once the recruitment procedure has been completed and that a candidate has (or has not) been recruited.
