The European Union Delegation to China is looking for: Policy Assistant in the AGRI-SANTE Section (Chinese National, LA II)

We are

The European Union (EU) is an economic and political partnership between 28 European countries. It plays an important role in international affairs through diplomacy, trade, development aid and working with global organisations. Abroad, the EU is represented through more than 140 diplomatic representations, known also as EU Delegations, which have a similar function to those of an embassy.

The EU Delegation to the People’s Republic of China is responsible for the conduct of official relations between mainland China and the European Union. In all matters pertaining to the European Union, the Delegation works closely with the diplomatic missions of the EU Member States, particularly the one representing the EU Presidency, which rotates every six months.


We offer

We offer a post of a Policy Assistant. Under this post, the recruited person will be attributed functions depending on the needs of the Delegation. Upon recruitment, the successful candidate will occupy a specific job function as a Policy Assistant – this job function may be changed in accordance with the needs of the Delegation. Under this job function the successful candidate will serve as support staff to:


 To establish and maintain contacts and exchanges on policy substance with Chinese authorities, experts, contractors, NGOs and other stakeholders:

  • To help for the preparation and organisation of meetings and events which are well targeted in terms of content and participation
  • To undertake analysis of policy developments in China and feed in to reporting to the AGRI-SANTÉ section of the delegation,
  • To act as a focal point for the AGRI-SANTÉ section for information gathering purposes


To provide operational and administrative support to the AGRI-SANTÉ section:

  • Administrative and, logistics support during events, visits, missions and meetings (including Commissioners and senior staff from Brussels)
  • Maintain the archiving system of the section, both in paper form and electronically
  • Prepare draft letters, draft notes (including verbal notes) and contribution to policy reporting
  • Monitor the organisation and preparation of the monthly EUMS AGRI-SANTÉ counsellors' meetings

under the supervision and responsibility of the relevant Head of Section. 


Place of employment is located in China, Beijing. The weekly working hours are 37.5h. Starting basic gross salary of a LA II is 18 998 CNY.  We offer a competitive position in an international environment. Selection Criteria

Minimum Requirements:

  1. Medically fit to perform the required duties;
  2. Enjoys civil rights and permits for employment under local law;
  3. Fluent Chinese (mandarin) and English, written and speaking, with good translation and interpretation skills;
  4. High School degree;
  5. At least 3 years' work experience in a relevant sector;
  6. Good knowledge of one or more fields that might be relevant for the AGRI-SANTE´section: agricultural policies, environment, food security, food safety regulations, animal health and animal welfare legislation and policies, plant health, market access requirements, human  health, pharmaceuticals,  trade, etc…
  7. Interpersonal skills
  • Ability to work both independently and as a part of a team in a constructive manner;
  • Ability to listen, to consult and to share information and ideas;
  • Capacity to communicate clearly, present complex matters in a simple way both in oral and written forms.
  1. Intellectual skills:
  • Ability to identify and analyse key points in verbal and numerical information, evaluate   alternatives objectively and make sound, logical and well-argued judgment taking on board the impact of decisions

       9. Management/Organizational skills:

  • Capacity to focus on priorities and to organize work to deliver on time;
  • Ability to negotiate in a multicultural and multilingual environment;
  • Capacity to monitor progress of work, organize reviews and supervise Policy teams.
  • Ability to handle multiple tasks and tight deadlines


The following will be considered an asset:

  1. Work experience in relation to functions and duties above mentioned;
  2. Policy Assistant experience
  3. Experience in working with Chinese authorities.
  4. Good knowledge of administrative and managerial systems (including forward planning)
  5. Good knowledge of Policy Cycle Management and Logical Framework methodologies

The procedure

After the deadline for applications, the applications will be reviewed by a Selection Committee set up for this purpose. The Selection Committee will prepare a short-list of candidates who are considered to be the most suitable for the post on the basis of a preliminary assessment of the information provided in their application letter and the supporting documents. The short-listed candidates will be invited to an assessment phase which may include an interview if necessary – during this phase, the Selection Committee will assess the suitability of the candidates for the post.

The candidates who have not been short-listed will not be contacted individually; however, the Delegation will use the same means of publication as for this Vacancy Notice to inform the remaining candidates once the recruitment procedure has been completed and that a candidate has (or has not) been recruited.
