We are:

The European External Action Service (EEAS) supports the work of the High Representative in defining and implementing an effective and coherent EU foreign policy. The EEAS supports his tasks of conducting the EU's Common Foreign and Security Policy and chairing the Foreign Affairs Council. It also supports the High Representative in his capacity as Vice President of the Commission with regard to his responsibilities within the Commission in the external relations field including the coordination of other aspects of the EU's external action. The EEAS works in close cooperation with Member States, the Council and relevant services of the European Commission.

The Division "HQ Security and EEAS Security Policy" is responsible for the protection of EEAS Staff, visitors, premises and physical assets in Brussels, and classified information relevant to the EEAS, by developing and implementing the EEAS Security policy and putting in place appropriate security measures and procedures.

In particular, the Security Clearance Team within the sector “Operations and Accreditations” ensures the implementation of the EEAS personnel security clearance (PSC) requirements and procedures for Headquarters and Delegations staff and coordinates the related activities with the National Security Authorities (NSAs) and the EU Institutions.

The position of the Security Assistant – contract agent FGIII as per article 3b of the Conditions of Employment of Other Servants of the European Union (CEOS).

We look for

We are seeking a highly motivated colleague who will be part of the EEAS Security Clearance Team and thus, will be called to:

  • Contribute to the implementation of and compliance with the EEAS PSC requirements and procedures for Headquarters and Delegations staff;
  • Ensure and support the PSC lifecycle for EEAS staff including the management of the PSC workflow through the e-Clearance corporate system;
  • Maintain contacts on technical level with the security clearance offices of the other EU institutions, NSA's and relevant security offices of external interlocutors;
  • Ensure a constant management of the EEAS Security Clearance functional mail box (FMB) and related follow up activities including a proper management of PSC documents: preparation, registration, dissemination, filing;
  • Prepare analytics, statistics and reports on PSC matters;
  • Participate to the administrative, contractual and financial circuit within the areas of activity and ensures effective communication within stakeholders;
  • Contribute to the implementation of appropriate actions for the protection of persons, property and information of a sensitive or classified nature, in line with the polyvalence principle in vigour within the BA.SI.2.

Legal basis

The vacancy is to be filled in accordance with the conditions stipulated under the Conditions of Employment of Other Servants of the European Union (CEOS). 1

The successful candidate will be offered a contract agent position (Function group III); renewable contract for a maximum duration of 6 years (with a valid CAST exam).

Eligibility criteria

Candidates for this contract agent III post should:

  •  (i) have passed a valid EPSO CAST in a valid FG for this post
  •  (ii) be registered in the EPSO Permanent CAST in a valid FG for this post
  • have a level of post-secondary education attested by a diploma or a level of secondary education attested by a diploma giving access to post-secondary education and appropriate professional experience of three year;
  • have the capacity to work in languages of CFSP and external relations necessary for the performance of their duties. Knowledge of other EU languages would be an asset;
  • be a national of one of the Member States of the European Union and enjoy full rights as a citizen.

Selection criteria

Candidates should:

  • have ability to ensure reliable communication in a complex, multicultural environment;
  • have capacity to create constructive working relations in the field of personnel security with NSAs, EU Institutions and external interlocutors;
  • have strong drafting and analytical skills combined with sound judgement;
  • have knowledge of EEAS Security policy, PSC requirements, internal procedures and functioning of the Union;
  • have excellent communication skills and the ability to establish and maintain a network of contacts both within and outside the EEAS;
  • have the ability to deal with sensitive issues and the capacity to perform with accuracy and in a flexible manner a diversity of tasks in a complex institutional environment;
  • have strong service attitude;
  • be fluent in English and in French (both orally and in writing);
  • have knowledge on security procedures and/or experience working in clearance or access management accreditation office;
  • be a flexible team player.


  • experience of working in a team in multi-disciplinary and multi-cultural environment;
  • knowledge on other EU official languages;
  • have a valid PSC at level EU Secret

would be considered as strong assets.

Specific conditions of employment

The signature of the contract will be subject to prior favourable opinion of the Medical Service.

The successful candidate will be required to undergo security vetting if she or he does not hold already a Personal Security Clearance at SECRET UE/EU SECRET level, in accordance with relevant security provisions.

The selection panel will make a pre-selection on the basis of the qualifications and professional experience described in the CV and motivational letter, and will produce a shortlist of eligible candidates who best meet the selection criteria for the post. Please note that only shortlisted candidates will be informed about the outcome of the pre-selection phase.

The candidates who have been preselected will be invited for an interview by a selection panel. The panel will recommend a shortlist of candidates for a final decision by the Authority Authorised to Conclude Contracts of Employment. The Authority may decide to interview the candidates on the final shortlist before taking this decision.
