The EU-Latin America and Caribbean Foundation becomes an international organisation – a new milestone in the EU-LAC Partnership

Today the EU-LAC Foundation has become an international organisation with the attainment of the necessary quorum of ratifications by EU and Latin American and Caribbean States. This milestone comes two and half years after the signature of the Constitutive Agreement to transform the Foundation into an international organisation.

With this step, the Foundation reinforces its role as an instrument to further strengthen the bi-regional relations between Europa and Latin America and the Caribbean, in line with the recent EU Council conclusions that welcomed and endorsed the Joint Communication “EU and Latin America and the Caribbean – joining forces for a common future”


The EU-LAC Foundation is located in Hamburg (Germany) and was set up in 2011. It brings together the countries from the EU and Latin America and the Caribbean with the mission of strengthening the strategic bi-regional relationship, enhancing its visibility and fostering active participation of the respective civil societies.

Its objectives are to:

  • contribute to the strengthening of the EU-CELAC bi-regional partnership process involving participation and inputs of civil society and other social actors;
  • encourage further mutual knowledge and understanding between both regions;
  • enhance mutual visibility between the regions and of the bi-regional partnership itself.

The 2016 Constitutive Agreement of the Foundation was the very first international agreement negotiated by the 62 members, thus representing a first bi-regional achievement.

Coinciding with today’s entry into force of the Constitutive Agreement, the Board of Governors held its first meeting in Brussels under the co-chairmanship of Bolivia and the EU and reviewed the Foundation’s work programme, as well as a number of internal and organisational issues.  

As an international organisation, the EU-LAC Foundation will be financed by voluntary contributions from its members. It will remain based in Hamburg.
