Second EU-CELAC Seminar on Citizen Security

Establishing a dialogue between the countries of the EU and CELAC in the field of citizen security will contribute significantly to the fight against organized crime in both regions.

The second EU-CELAC seminar on citizen security took place on 16-17 January 2018, Panama City, Panama. The event was co-organised by the EU (EEAS and DEVCO) and CELAC (Panama and Belize as coordinators for Citizen Security) in the framework of the implementation of chapter 10 of the EU-CELAC Action Plan. Experts from 24 CELAC countries and 10 EU Member States participated in the event, as well as regional organizations. The event proved again the importance and added value of EU-CELAC cooperation in tackling jointly global challenges.

The seminar allowed discussing different topics related to the fight against organized crime, such as Joint Investigation Teams, Asset Recovery, Exchange of information and Trans-border Intelligence Sharing at expert level. The state of progress of several EU projects in the field of citizen security was also presented (COPOLAD, EL PACCTO, I-CRIME, Cocaine Route Programme). The participants concluded that setting up a dialogue between EU and CELAC countries in the field of citizen security (similarly to the existing EU-CELAC Mechanism on Drugs) could significantly contribute to the fight against organized crime in both regions.

The first CELAC-EU seminar on Citizen Security had taken place in The Hague in September 2017. A third seminar is scheduled for the last quarter of 2018.
