Good evening,

That was the last Foreign Affairs Council of the year and it had a very dense agenda. Let me start with two concrete decisions we took to react to negative developments:

Today, we adopted two sanctions decisions.

First, a new sanctions regime allowing to target persons and entities obstructing the political transition in Mali.

The Council today adopted a set of restrictive measures against the Wagner Group, a Russia-based unincorporated private military entity. The measures target the Wagner group itself, and eight individuals and three entities connected to it.

You hear the word “disability”. What do you first think of? Some of us may immediately picture a wheelchair. But visible or invisible, born with or developed later in life, many of us know that disability goes beyond mobility and spans over a wide spectrum: visual, hearing, cognitive, motor, chronic illnesses and more. Disability is part of the human experience.

On the Day of Remembrance for all Victims of Chemical Warfare, the EU commemorates those who have died and suffered from these atrocious weapons and condemns in the strongest terms the use of chemical weapons by anyone, whether a State or non-State actor, anywhere, at any time and under any circumstances, as a violation of international law

La consolidation des institutions, la restauration de l’autorité de l’Etat et la reconstruction des forces de défense et de sécurité (FSI), sont au cœur du partenariat multidimensionnel en République centrafricaine (RCA) depuis 2012.

Ahead of World Children's Day on 20 November, the European Commission and the High Representative made the following statement:

It has been a busy day, [both] yesterday and today. We had a [working] breakfast, lunch and dinner. Today, also, we had [a working] lunch with the Secretary General of NATO [Jens Stoltenberg].  It has been a marathon about [EU] Defence Policy and, in particular, the Strategic Compass.
