REAL ESTATE MARKET PROSPECTION NOTICE

GENERAL INFORMATION

 

 

The objective of this notice is to inform the actors of the real estate market as well as any other economic operator interested in the real estate needs of the Delegation of the European Union in Ottawa (the "Delegation") and to gather information on properties and projects in Ottawa, Canada.

 

The location of the property will be in the following areas: Centretown (including Golden Triangle) and Downtown Ottawa.

 

The total net above ground area required for premises / buildings is included between 800 m² and 1,100 m² (usable surface). 

 

The premises / buildings required to meet the needs of the Delegation should preferably:

  • Be completed (or close to completion) and available for occupancy by end 2027.

  • Be set as office spaces. Buildings in a closed shell may also be taken into consideration if the owners offer to fit them out according to the needs of the Delegation before occupancy.

  • Allow to accommodate around 25 staff members mainly in open offices (collaborative space), but also in individual and / or shared offices.

  • Include a conference room of at least 50 m², offices arranged as open spaces (collaborative space), an archive room, a storage room, computer rooms and about 10 parking spaces.

 

The proposed contract will be either a rental contract or a purchase and sale contract executed on behalf of the European Union (the “EU”). The contracting authority will be the European External Action Service (the "EEAS").

OBJECTIVES OF THE REAL ESTATE MARKET PROSPECTION

 

This notice aims to collect information on properties and projects that can meet the aforementioned needs of the Delegation. The information collected will be used to identify the buildings (or projects) suited to the needs of the Delegation.

 

If, according to the information gathered, the Delegation considers that all or part of the proposed buildings (or projects) can effectively meet its needs, it will launch a negotiated procedure in accordance with Article 167.1. (d) of the Financial Regulation (EU , Euratom) 2024/2509 of the European Parliament and of the Council of 23 September 2024 on the financial rules applicable to the general budget of the Union (the "Financial Regulation") and point 11.1. (g) of Annex I to the Financial Regulation.

 

This publication does not constitute and should not be interpreted as a commitment on the part of the EEAS in its procurement procedures.

     

NOTIFICATION

 

All players in the real estate market and other interested economic operators owning or holding a property (or project) that can meet the needs of the Delegation are invited to inform the Delegation, before the closing time of offices on Monday 25th of May 2026, using one of the following: of the following methods:

Only notifications received before the deadline indicated above and including at least the following information will be considered valid and examined by the Delegation:

 

  • Identity of the owner / holder of the premises / building;

  • Detailed description of the premises / building (including the exact size of the net area);

  • State of progress of the premises / building;

  • If the premises / buildings are “for sale” and / or “for rent”
