The European Union (EU) is an economic and political partnership between 27 European countries. It plays an important role in international affairs through diplomacy, trade, development aid and working with global organisations. Abroad, the EU is represented through more than 145 diplomatic representations, known also as EU Delegations, which have a similar function to those of an embassy.
The EU Delegation in Brasilia represents the European Union in the Federal Republic of Brazil, working in close coordination with the Embassies of the EU Member States. The Delegation ensures bilateral relations in the political, economic, trade, scientific, technological and cooperation areas within the framework of the Strategic Partnership with Brazil.
The Delegation's main tasks include:
- to promote and defend the values and interests of the EU;
- to give visibility and promote awareness of the EU in Brazil ;
- to ensure the promotion and follow-up of EU priorities and policies in areas of mutual interest; o to carry out the tasks of the local EU Presidency;
- to support other EU Delegations in the region, in particular in the areas of cooperation and IT services.
We offer
We offer a post of Budget/Accounts Assistant, with a two-year duration contract. Under this post, the recruited person will be attributed functions depending on the needs of the Foreign Policy Instruments (FPI) Service for the Americas. Upon recruitment, the successful candidate will occupy a specific job function as Assistant – this job function may be changed in accordance with the needs of the FPI Service. Under this job function, the successful candidate will provide assistance to the FPI Americas' Team Leader for Finance and Contracts – Americas and the Head of the FPI Americas.
Specific tasks include the following:
BUDGET and FINANCE - Financial Management
- Analyse payment requests and prepare financial transactions (payments, recoveries)
- Give financial visa in accordance with internal rules and follow-up of financial circuits
- Promote sound financial management
- Ensure proper archiving and filing of documents related to FPI projects and programmes
- Ensure encoding and proper functioning of informatics tools for budgetary and accountancy management (CRIS ,ABAC, OPSYS and ARES ) where required
- Contribute to the follow-up of financial operations and the financial reporting
PROCUREMENT and CONTRACT MANAGEMENT - Contract Management
- Prepare and verify contracts (grants, services and contribution agreements to external beneficiaries)
- Organise call for proposals/tenders process
- Occasional visits on the spot for monitoring the projects.
- Report on contract implementation and/or specific problems and promote the timely and effective project implementation
- Deliver training on contract and procurement issues
AUDIT, CONTROL and INSPECTION - Monitoring and reporting on audits
- Verify audits and expenditure certifications
- Assist with the preparation and execution of the audit plans
- Assist with the preparation and follow-up of audit missions
- Follow-up audit reports
- Prepare financial reports and statistics
TECHNICAL ANALYSIS and ADVICE – Analysis and advice
- Give advice on contractual, financial and budgetary matters to colleagues and to the projects to achieve correct and appropriate implementation of the contracts.
- Contribute to training concerning contractual, financial and budgetary questions
- Contribute to the elaboration of notes, manuals, guides and other pedagogical and practical material.
EXTERNAL COMMUNICATION (general) - Public speaking
- Give presentations of Finance, Contract and Audit related issues to external stakeholders
The working environment and conditions are as follows:
- Place of employment: Brasilia
- Group and starting basic salary: Group 2 – Minimum basic salary 12.401 BRL (Providing selected candidate meets the criteria of minimum of 2 years' of experience)
- Working hours: Monday to Thursday: from 09h00 to 14h30 and from 15h30 to 18h00 and Friday 08h00 to 13h30 – Total 37.5 hours per week. The working hours can be changed according to local law and by needs of the Delegation.

We look for
Education, knowledge and skills: Bachelor degree in Administration, Accounting, Finance, Law and related experience.
- Languages: Excellent Knowledge of Portuguese and English
- Minimum working experience: candidates will, after obtaining the qualifications mentioned above, have acquired at least two (2) years of professional experience related to tasks described above.
- Character references: Interpersonal and teamwork skills, initiative and enthusiasm; ability to work under pressure; high degree of responsibility; capacity to communicate and write clearly in EN; capacity to work autonomously; capacity to focus on priorities, to organize and deliver work on time.
- Knowledge of IT tools: Microsoft Office.
- Residence: Right to residence and work in Brazil.
- Considered as an asset:
- Spanish language;
- Working experience in International Organisation or Embassy;
- Working experience and relevant knowledge of other countries;
- Experience in Corporate software.

The process
After the deadline for applications, the eligible applications will be admitted to the Selection by the Committee set up for this purpose.
Depending on the number of applications received, successive phases of Selection may include shortlisting of candidates based assessment of the information provided in the cover letter, practical testing and interviews.
