Strengthening Employment-Relevant TVET in Botswana II (SER-TVET II) is a cooperation programme between the Government of Botswana (GoB) and the German Federal Ministry of Economic Cooperation and Development (BMZ). The programme is implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH in partnership with the Ministry of Tertiary Education, Research, Science & Technology (MOTE) and the Ministry of Employment, Labour Productivity & Skills Development (MELSD).

1. PUBLIC RELATIONS PROFESSIONAL (PR)
Job Title: PR Professional
Job Category: Professional, Band 4
Location: Gaborone, Botswana
Project: GIZ Strengthening Employment-relevant TVET in Botswana (SER-TVET II)
Duration: 01.01.2020 until 31.08.2021 (part-time - 50%)
Key Responsibilities;
The PR professional is responsible for the efficient and relevant coordination and provision of services concerning all communication and visibility activities of the Project. He/she works in close coordination with the Project Manager.
Responsibilities include in detail:

Implementing standards and guidelines for GIZ communication work described in the “Recommendations for communication by GIZ Offices”.

Implementing standards and guidelines according to the “Communication and Visibility Requirements for EU External Actions”.

Ensuring the strategic orientation, systematic planning and management of effective and efficient communication throughout the implementation, clearly reflecting the role of the EU and the German Federal Ministry of Economic Cooperation and Development.

Coordinating all communication and visibility activities with the other implementing partners, namely the Ministry of Basic Education (MOBE), Ministry of Employment, Labour Productivity and Skills Development (MELSD), the Ministry of Research, Science and Technology (MOTE) and with other organisations involved in the implementation.

Providing ongoing technical advice to the implementing partners, related to the development, implementation and dissemination of communication and visibility activities in compliance with EU´s and GIZ’s criteria for appropriate communication and visibility.

Planning, coordinating and implementing events, press conferences, online communication, printed media etc. and assuring their quality.

Coordinating service delivery with GIZ procurement office and external communication service providers (e.g. agencies, photographers, trainers, copywriters) and assuring the quality of services (text, prints, graphic designs, photos, videos, proof-reads, etc.)

Supporting the programme manager in reporting on the progress and the outputs of the communication activities.

Assisting the programme manager in planning the communication budget.

Cooperating with GIZ’s Country Office

Performing any other relevant duties and tasks at the request of management.
Requirements:
Qualification

University degree or comparable training.
Professional experience

At least 3 years professional experience in the field of communication (media and PR work, journalism, internal communication or lobbying or similar) in international contexts and/or development cooperation.
Other knowledge, additional competences

Experience in project planning and management.

Experience in event planning and management.

Proven ability to work in an international, multicultural team, with partner organisations and commissioning parties.

Experience with media production.

Very good working knowledge of ITC technologies (related software, email, the internet, social media) and computer applications (e.g. MS Office).

Knowledge of DTP or graphics applications.

Editorial experience, experience in writing articles and press releases (evidenced by work samples).

Ability to express oneself well both verbally and in writing; polished, target-group oriented style.

Willingness to upskill as required by the tasks to be performed.
2. FINANCE MANAGER
Job Title: Finance Manager
Job Category: Professional, Band 4
Location: Gaborone, Botswana
Project: GIZ Strengthening Employment-relevant TVET in Botswana (SER-TVET II)
Duration: 01.01.2020 until 31.08.2021 (part-time - 50%)
Key Responsibilities;
The Finance Manager is responsible for the efficient and relevant coordination and provision of services concerning all financial and administrative activities of the Project. He/she works in close coordination with the Project Manager.
Responsibilities include in detail:

Establishing and coordinating the necessary financial and administration structures and processes and ensuring smooth financial and administrative management processes.

Financial management, e.g. financial planning, monitoring, processing and handling of the service packages including the EU co-financed package, based on GIZ accounting procedures, rules and regulations and generally accepted accounting principles for the Project.

Ensuring compliance with the rules and regulations of GIZ, the commissioning parties incl. EU, and national legislation.

Generating financial reports and providing support to narrative reports to the commissioning parties incl. EU.

Coordination of financial and administrative processes with the GIZ Office Gaborone with regard to internal control, procurement and contracts.

Preparation and support to external audits.

Advice and support to the project manager and Project team with expertise and procedural knowledge.

Preparing, introducing and operationalising onsite operations for the project.

Performing any other relevant duties and tasks at the request of management.
Requirements
Qualification:

A Master’s Degree in Business Administration/Finance or similar field.
Professional Experience:

At least 5 years of relevant professional experience, preferably in international contexts and/or development cooperation.
Skills and Experience

Excellent command of MS Office suite. Further applications, e.g. SAP, SPSS, onSITEoperations, are of advantage.

Excellent social competence: communication skills and proven ability to work in an international, multicultural team, with partner organisations and commissioning parties.

Fluent in English and German language in verbal and written communication.

Excellent financial reporting skills, additional narrative reporting skills are of advantage.

The programme adopts a holistic approach that aims at increasing the capacities of key players in the TVET sector. Designed to realise the goals of effectively implementing and managing high-quality training programmes, the programme is structured around advisory services and Human Capacity Development (HCD) to strengthen the personnel, institutional and structural capacities to the benefit of TVET students and the labour market. An agreement with the European Union for complimentary assistance to the EU’s Budget Support to the Government of Botswana, the “Support Programme for Technical and Vocational Education and Training reforms in Botswana” is currently under preparation.
