Formulation of a programme for Promotion of Shared Prosperity and Education for Employment in Botswana

 

The Permanent Secretary in the Ministry of Finance and Economic Development, being the National Authorising Officer (NAO) for EDF projects, on behalf of and for the account of the Botswana Government wishes to invite interested parties to express interest in providing technical assistance for formulation of a programme for promotion of shared prosperity and education for employment.

Contract description

The economy of Botswana is characterized by low competitiveness of the private sector, high level of unemployment, a high income inequality (GINI = 60.5) and lack of skilled labor.   A private sector that is vibrant is required to generate high levels of employment that will in turn raise people's incomes and reduce income inequalities. A major factor inhibiting development of the private sector in Botswana is the mismatch between the qualifications produced by the education system and the requirements of industry.    

The overall objective of the assignment is to prepare for funding from the 11th round of the European Development Fund (EDF) for Botswana, a programme that integrates private sector development and the promotion of relevant labour market skills, with a view to contributing positively to inclusive economic growth, employment creation and poverty eradication.  The assignment will require input from an experienced service provider for a maximum period of 100 working days.

The purpose of this assignment is to prepare a proposal describing in detail a programme for the support of growth of the private sector in Botswana on the basis of appropriately skilled manpower.  Based on the outcome of an identification phase already completed, the contractor is expected to prepare a detailed programme design as well as to produce all necessary project formulation documents in line with the latest EU instructions.

The proposed programme will be based on three value chains being beef, tourism and horticulture, that emanate from a precedent programme on private sector development that was funded under the 10th EDF.  As the development of human resources through better education and skills is a key factor for the development of the private sector, the support to education is integrated with the support to the private sector development. A special focus will be to integrate industry more into the decision-making and discourse of Technical and Vocational Education and Training; and skills development.

The NAO will be contracting authority; they will monitor the performance of the contractor; they will approve and sign off all outputs foreseen in the contract.

CONDITIONS OF PARTICIPATION

Selection criteria

The following selection criteria will be applied to the applicants. In the case of submission by a consortium, these selection criteria will be applied to the consortium as a whole.

1)  Economic and financial capacity of the tenderer.

The reference period which will be taken into account will be the last three years for which accounts have been closed.

1.1 Criteria for legal persons:  

  • The average annual turnover of the prospective tenderer must exceed 25% of the annualised maximum budget of the contract i.e., the maximum budget stated in the contract notice divided by the initial contract duration in years
  • Current ratio (current assets/current liabilities) in the last year for which accounts have been closed must be at least 1. In case of a consortium this criterion must be fulfilled by each member.

1.2 Criteria for natural persons:  

  • The available financial resources of the prospective tenderer must exceed 5% of the annualised maximum budget of the contract (ie, the maximum budget stated in the contract notice divided by the initial contract duration in years, where this exceeds 1 year)
  • The financial situation of the tenderer should not be in deficit, taking into account debts, at the beginning and end of year.

2)  Professional capacity of the tenderer

The reference period which will be taken into account will be the last three years from submission deadline.

2.1 Criteria for legal persons:  

  • At least 5 staff currently work for the tenderer in fields related to private sector development and/or technical and vocational education and training.

2.2 Criteria for natural persons:  

  • Tenderer is currently working or has worked during the past 3 years as a as a consultant, project manager or team leader with at least 1 collaborator in a formulation mission in area of private sector development and/or technical and vocational education and training.

3)   Technical capacity of candidate

The reference period which will be taken into account will be the last three years from submission deadline.

    3.1 Criteria for legal persons:

  • The candidate has provided services under at least 3 contracts each with a budget of at least 50% of this contract in Private Sector Development, Technical and Vocational Education and Training which were implemented at any moment during the reference period (3 years).

           3.2 Criteria for natural persons:  

  • The tenderer has worked successfully on at least two projects with a budget of at least 50% of this contract in fields related to this contract in the past three years

Interested parties are requested to submit written Expressions of Interest (EOI), including all relevant information to be able to asses compliance with all the selection criteria detailed above.

No additional or supporting documents are required at this stage. Only the written Expression of Interest including all the elements referred above.
