ASEAN-EU Green Team Europe Initiative: Transition to a Regional Circular Economy

 

Overall objective is to promote a transition to a coherent regional circular, climate-neutral, and resource-efficient economy for ASEAN Member States by contributing to increased advocacy, policy support, knowledge development and sharing, and awareness raising, including on plastic and waste value chains, waste management, and waste prevention in line with international circular economy principles.

Pillar 1: Regional Policy Dialogue on Circular Economy (CE)

Outcome: The motivation and capacity of ASEAN Member States policymakers to drive the CE transition are strengthened for the implementation of the ASEAN Circular Economy Framework, through facilitated regional policy dialogues and knowledge exchange initiatives.

The outcome will promote the sharing of policy recommendations, guidelines, best practices, and foster partnerships for innovative solutions at national and regional levels.

Pillar 2: Waste Standards and Data Collection Methodology 

Outcome: ASEAN Member States in collaboration with private sector facilitate sustainable waste management for the CE transition by promoting coherent tools and guidelines for enabling the collection of reliable and regionally coherent data on waste composition and volumes.

 

Key Outputs

Outputs Pillar 1:  Regional Policy Dialogue on Circular Economy (CE)

1.1 Strengthened regional CE ambition, policy agendas and commitment: the ambition towards a CE within ASEAN Member States is strengthened via policy dialogues and knowledge exchanges that promote the sharing of policy recommendations, guidelines, best practices and drive unified regional understanding aligned with the ASEAN CE Framework;

1.2 National engagement and economic sector policy alignment towards CE: sectoral policy alignment is enhanced by identifying gaps and opportunities to advance the CE in key economic sectors, through bilateral engagement, knowledge sharing, and capacity building, leading to increased national commitment to and implementation of CE; and.

1.3 Strategic engagement and knowledge sharing: strategic engagement with ASEAN, its entities and associated policy and other stakeholder groups in the ASEAN Member States, and increased availability and use of relevant CE policy knowledge, accelerates the adoption of the ASEAN CE Framework, decision making processes and implementation of CE policies in the region.

Outputs  Pillar 2: Waste Standards and Data Collection Methodology 

2.1. ASEAN Member States and ASEAN Secretariat agree on need for and benefits of regional actions to promote harmonized definitions, standardization, collection and management of waste data;

2.2.Tools and guidelines for harmonised waste definitions, standards, data collection and management procedures developed and promoted with participation of ASEAN Member States and ASEAN Secretariat; and.

2.3. Harmonisation tools, guidelines and procedures disseminated within ASEAN Member States and their respective waste management sectors, including private sector stakeholders.
