The signing of a Memorandum of Understanding on 6 June 2018 between the Government of Myanmar, the United Nations Development Programme (UNDP) and the United Nations High Commissioner for Refugees (UNHCR) is an important and necessary step to create conditions for the safe, voluntary and dignified returns of refugees from Bangladesh. 

The European Union and its Member States now expect that the Government of Myanmar will provide the UN and other local and international partners unfettered access to Rakhine State without delay. Refugees in Bangladesh need complete transparency to make informed decisions about their voluntary return. The EU also reaffirms its support for the full implementation of the recommendations as outlined in the final report of the Advisory Commission on Rakhine State. 

The European Union and its Member States welcome the decision by President U Win Myint to set up an Independent Commission of Enquiry to investigate human rights violations in Rakhine State as a promising step, which should contribute to ensuring accountability for all human rights abuses committed in Rakhine state. The EU looks forward to further details on the mandate and composition of the proposed Commission to conduct full, objective and transparent investigations.
