We are

The European Union (EU) is an economic and political partnership between 27 European countries. It plays an important role in international affairs through diplomacy, trade, development aid and working with global organisations. Abroad, the EU is represented through more than 140 diplomatic representations, known also as EU Delegations, which have a similar function to those of an embassy.

The EU Delegation to Armenia is one of those 140 delegations. Its mandate includes promoting the political and economic relations between Armenia and the European Union, monitoring the implementation of the Comprehensive and Enhanced Partnership Agreement between the EU and Armenia; informing the public of the development of the EU and explaining policies and participating in the implementation of the European Union's assistance programmes.

We offer

We offer a post of Press and Information Officer (Strategic Communications) in the Political, Press and Information Section of the Delegation. Upon recruitment, the successful candidate will occupy a specific job function as Press and Information Officer (Strategic Communications). This job function as well as the job description may change in accordance with the needs of the Delegation.

Functions and duties

The successful candidate will perform the following tasks under the supervision and responsibility of the Head of Political, Press and Information section as well as upon direct request of the Head of Delegation, when needed:

 Analyse the trends and developments in the information environment, with a focus on disinformation and hate speech in a traditional and social media;

 Provide regular assessments of the media environment situation in Armenia. Have an overview of the local disinformation environment, main narratives targeting the EU and the EU’s relations with Armenia. Follow recent studies by local partners on the topic;

 Overview programmes aimed at supporting independent media, fact checking and media literacy in the country, donor activities and the beneficiaries.

 Follow the EU delegation projects on strengthening media environment in the country and strategic communication. Coordinate when needed the work of the EU delegation and EEAS Headquarters with relevant stakeholders;

 Contribute to designing, planning, developing, implementing, distributing, evaluating country tailored awareness raising activities on disinformation and proactive communication campaigns. Ensure the EU’s approach to strategic communications representation when needed;

 Establish and maintain a network of key information environment experts, fact checking organizations, think tanks, media representatives, strategic communication experts, the local Young European Ambassador network and other stakeholders, who could cooperate with the EU Delegation and EEAS Headquarters in monitoring, awareness-raising and message multiplication activities;

 Advise the Head of Section and, as needed, the Head of Delegation, on the interview requests originating from different media outlets and contribute to the briefings, lines and speeches on strategic communications to the hierarchy in the EU delegation;

 Accompany hierarchy of the EU Delegation and high-level visits from EEAS Headquarters and advise on their media relations, in particular when it comes to strategic communication activities;

 Closely cooperate with the EEAS Strategic Communications Task Forces;

 Perform other tasks as designated by the Head of Section;

 Replace the other Press and Information Officer in their absence.

Working hours: 37, 5 hours/week Monday-Friday

Place of employment: EU Office, 21 Frik street, Yerevan, Armenia

Duration: indefinite (with 3 months' probation period)

Group: Group 1 in the EU system

Minimum basic salary before taking into account relevant prior experience: 1,245,398 AMD/per month (gross).

Eligibility Criteria

Minimum Requirements: 

1. Medically fit to perform the required duties (additional medical check-up will be performed among selection of the candidate);

2. Be a national of Armenia or a national of a Member State of the European Union having the right to live and work in Armenia;

3. Have a strong command of Armenian, English and Russian languages;

4. Have completed university studies of at least three years attested by a diploma, preferably in political science, international relations, journalism, communications, economics or other related field;

5. Minimum of 3 (three) years of relevant job experience in communications public diplomacy (e.g. strategic communication, media relations, campaigning, content production, marketing, online marketing, social media management, audio-visual content development, strategic communications in countering violent extremism);.

6. Have a working knowledge of Microsoft Office applications;

 

Selection criteria:

Candidates should:

 have a proven knowledge of external relations, internal policies and functioning of the European Union;

 have a proven track record in communication and public diplomacy (e.g. strategic communication, media relations, campaigning, content production, marketing, online marketing, social media management, audio-visual content development, strategic communication in countering disinformation);

 have very strong drafting and analytical skills combined with sound judgement, rapid grasp of problems and the capacity to identify issues and solutions;

 have excellent communication skills and the ability to establish and maintain a network of contacts both within and outside the EU Delegation;

 have a knowledge of social media platforms, especially Twitter and Facebook and other locally trending social media platforms;

 have the ability to communicate clearly on complex issues and the capacity to perform with accuracy and in a flexible manner a diversity of tasks in a complex institutional environment;

 be resilient and able to cope with a high workload;

 be a motivated team player;

 abide by the highest professional standards and values of the EU.

 

The following will be considered as an asset:

 Master degree in relevant field;

 experience in working in a team in a multi-disciplinary and multi-cultural environment;

 experience in working with social media analytics;

 experience in public speaking.

 a work permission (for non-Armenian citizens, in case a non-Armenian candidate is selected, you are requested to obtain a valid work permit in the Republic of Armenia within 1 month timeframe after being hired, if failing to do so, the Delegation reserves the right to terminate the contract),

 a cover letter in English (one sided A4 page maximum, font size 12),

 a detailed CV that will clearly indicate previous employments in "DD/MM/YYYY-DD/MM/YYYY" format for start and ending dates for every previous position (when calculating experience, for any overlapping periods of positions, the Delegation will take into consideration only one of the employments),

The procedure

After the deadline for applications, the applications will be reviewed by a Pre-Selection Committee set up for this purpose. The Pre-Selection Committee will prepare a short list of eligible candidates; this list will be reviewed by the Selection Committee, who will establish a shortlist of candidates who are considered to be the most suitable for the post on the basis of a preliminary assessment of the information provided in their application letter and the supporting documents. The short-listed candidates will be invited to an assessment phase which will include an interview. During this phase, the Selection Committee will assess the suitability of the candidates for the post.

The candidates who have not been short-listed will not be contacted individually. However, the Delegation will use the same means of publication as for this Vacancy Notice to inform the remaining candidates once the recruitment procedure has been completed and that a candidate has (or has not) been recruited.
