The Austrian Development Agency (ADA) is the Operational Unit of the Austrian Development Cooperation (ADC). It is in charge of implementing all bilateral programmes and projects in ADC partner countries and administers its budget.
For the implementation of the EU and ADC funded project International Monitoring Operation (IMO), ADA is looking for a qualified and experienced EU member states candidate to fulfil the position of Chief Security Officer, located in Tirana.
The overall objective of the IMO is to align the Albanian justice system with the EU acquis and best international practices. The specific objective is to increase the professional quality of judges and prosecutors, reduce the impact of organised crime, politics and corruption in the delivery of justice, and enhance the integrity and accountability of judiciary institutions.
description of the assignment
The Chief Security Officer ensures the ongoing support to IMO operation and staff in relation to all security related matters. The Chief Security Officer reports to the Team Leader, while ensuring that Senior Management is kept fully informed on a need-to-know-basis.
EXPECTED DURATION: Until November 30, 2022
Roles and responsibilities
Directs and supervise of the day to day operational running of the IMO Security Unit;
Oversees the process of installation, operation and maintenance of the IMO Security infrastructure, in close cooperation with IMO Chief IT&C Expert;
Supports the IMO Chief IT&C Expert on the information security measures for all the IT&C systems and equipment used by IMO;
Responsible for the operations security plan, minimum operating security standards, overall risk assessment process, development, implementation, and maintenance of policies and procedures, ensuring the confidentiality of all information IMO processes;
Responsible for the personnel security clearance procedures, with appropriate EU, US and Albanian counterparts, for all IMO staff;
Carries out threat and risk assessments to ensure an appropriate security action when needed;
Ensures timely and accurate security reporting, including real time reporting from potential trouble spots to all IMO staff;
Advises the Team Leader and senior management on all security matters that affect the operation, its assets, personnel and information;
Provides advice and assistance, and implements measures related to security matters, on all aspects of the operations work that have security and safety implications;
Ensures that personal security advice is given to IMO staff as required;
Monitors the political and security situation in order to assess and react to threats in a timely and effective manner;
Develops professional contacts with local security organisations and security managers of other international organisations;
Identifies staff training needs in security related areas and provides security training for IMO staff when needed;
REQUIREMENTS FOR THE POSITION
Completed Second level university degree (Master’s Degree) attested by a Diploma from security related field or equivalent and attested police or/and military education or training;
Excellent spoken and written command of English;
A minimum of 10 years of relevant work experience, preferably working with law enforcement, judicial system or international organisations;
Experience in safety and security management of civilian or military operations;
Experience in the development of security policies, guidelines and procedures;
Extensive experience in an international environment and in civilian mission settings;
Experience in operations with judicial reform mandate is an advantage;
Experience in judicial vetting related programme is an asset;
Understanding of the specificity and the sensitiveness of the programme activity;
Excellent computer skills and fluency in MS Office applications (Outlook, Excel, Word, Power Point);
Ability to establish and maintain effective working relations as a team member in a multi-cultural, multi-ethnic environment;
Good interpersonal and communication skills and sensitivity to civilian issues;
Demonstrated capacity to develop good relationship with high-level national and international security stakeholders;
Valid B driving license;

APPOINTMENT AND CONDITIONS OF EMPLOYMENT
The successful applicants selected by the recruitment committee will be employed by ADA.
For this post EU SECRET level clearance is required. Candidates who currently hold a valid security clearance at the above-mentioned level (or higher) may not need to obtain a new one, pending confirmation from their respective National Security Authority. The National Security Authority of the candidate shall provide ADA and the IMO Board with an opinion or a personnel security clearance in accordance with relevant national legislation. In case selected candidates do not currently hold a valid security clearance at the above-mentioned level, the IMO Board will request such from the National Security Authority of the candidates’ state of citizenship. In case of a failure to obtain the required personnel security clearance or if the National Security Agency issues a negative opinion at the above-mentioned level after the signature of the contract, ADA has the right to terminate the contract
