Background Information
Albania maintains a high political engagement toward the EU accession process. In the context of accession negotiations, Albania submitted three roadmaps guiding reform efforts, including the Rule of Law roadmap, which addresses justice reform, the fight against corruption, fundamental rights, organized crime, migration, asylum, and visas.
In October 2024, the EU opened negotiations with Albania on Cluster 1: Fundamentals, including Chapter 23 – Judiciary and Fundamental Rights and Chapter 24 – Justice, Freedom and Security. Interim benchmarks were agreed upon during the negotiation process. Additionally, Albania is implementing the new Growth Plan for the Western Balkans, which includes gradual integration with the EU single market, regional economic integration, and fundamental reforms. The 2024 EU Rule of Law Report also covered Albania for the first time.
In this context, EU4LEA 2 supports Albania's alignment with Chapters 23 and 24, helping to enhance capacities to fight organized crime and high-level corruption in line with EU accession priorities.
The project targets institutions such as the Ministry of Interior, General Prosecution Office (GPO), Albanian State Police (ASP), Special Prosecution Office (SPO), National Bureau of Investigation (NBI), Albanian Financial Intelligence Agency (AFIA), General Directorate of Taxation (GDT), and Agency for the Administration of Seized and Confiscated Assets (AASCA).
National Legal Expert
The National Legal Expert will be responsible for legal guidance on the interpretation of domestic legislation, conducting in-depth legal research, and analyzing national laws, bylaws, and institutional policies. The expert will support legal compliance across project activities and ensure the quality and consistency of legal deliverables in areas such as rule of law, governance, and criminal justice.
Main Responsibilities
- Facilitate legal advice and mentoring by international experts to institutions including ASP, MoI, SPAK, and the General Prosecutor’s Office.
- Provide contextual insights to international experts regarding the Albanian justice system.
- Contribute to project work plans and ensure legal accuracy in outputs.
- Conduct in-depth research in Albanian and international criminal law, identifying relevant European standards.
- Draft detailed analytical reports on legal regulations.
- Coordinate with national and international stakeholders to monitor legal developments.
- Represent the project in relevant meetings and ensure alignment of activities.
- Support the organization of training programs, workshops, study visits, and public awareness events.
- Perform other legal tasks assigned by Permanent Experts and the International Project Coordinator.

Selection Criteria
a. Professional Experience and Knowledge
- At least 5 years of directly relevant professional experience.
- Excellent command of Albanian legal language and deep understanding of national legal system.
- Solid knowledge of the Albanian criminal justice framework.
- Familiarity with European/international Justice and Home Affairs instruments.
- Proven ability to handle confidential and sensitive information.
- Experience in EU-funded projects (especially under indirect management) is an asset.
b. General Competencies
- Excellent oral and written communication in Albanian and English.
- Additional languages (especially Italian, French, or German) are an asset.
- Proven experience in criminal law, preferably with prosecution services or law enforcement.

Project Driver
(2 positions available)
The Project Driver will be responsible for providing reliable transportation, logistical support, and minor handyman duties to facilitate the smooth operation of the EU4LEA 2 project.
Main Responsibilities
- Serve as the main driver for project-related activities.
- Transport Key Experts and staff in Tirana and surrounding areas for meetings, training, and events.
- Assist the National Office and Logistics Manager with vehicle maintenance.
- Conduct regular inspections and basic maintenance to ensure vehicle safety and functionality.
- Maintain punctuality and follow schedules strictly.
- Keep detailed records of travel, mileage, fuel use, and incidents.
- Handle loading/unloading of materials when necessary.
- Maintain vehicle cleanliness and ensure it's always fueled and presentable.
- Report any vehicle issues or delays immediately.
- Uphold confidentiality and professionalism at all times.
- Perform additional tasks as assigned by the line manager.

National Project Assistant / Interpreter

The National Project Assistants/Interpreters will provide both language interpretation and administrative support to the project team. They will be essential in ensuring smooth internal coordination, communication with stakeholders, and accurate documentation in both English and Albanian.
Main Responsibilities
- Assist international experts in daily operations and implementation of project activities.
- Set up appointments, manage meeting logistics, and take minutes.
- Prepare, translate, and edit documents (legal texts, training materials, correspondence, etc.).
- Provide consecutive and/or simultaneous interpretation at meetings, workshops, and events.
- Maintain project records and filing systems.

National Office and Logistics Manager
The National Office and Logistics Manager will oversee the daily operations of the EU4LEA 2 office, ensuring efficient administration, IT systems, logistics, and procurement. The role includes maintaining records, tracking expenses, managing supplies and equipment, supporting staff and expert coordination, and acting as a liaison with vendors and service providers.
Main Responsibilities
- Organize office operations, including correspondence, filing systems, supply management, and supervising clerical staff.
- Implement office policies and internal procedures, tracking performance and suggesting improvements.
- Manage logistics for office premises (rent, utilities, supplies, communications).
- Coordinate recruitment, onboarding, and deployment of local and international experts.
- Support logistical planning for study visits, training sessions, and other project events.
- Supervise office infrastructure, including equipment setup, repairs, and IT systems.
- Monitor data and prepare reports to inform management decisions.
