This short-term position is being mobilised as part of the 4-year European Union funded project to support ‘Food Safety, Veterinary and Phytosanitary’ system in Albania. The project commenced in January 2019 and will continue until January 2023. The project is being implemented by the Food Safety Authority of Ireland (FSAI) in partnership with the Irish Department (Ministry) of Agriculture, Food and the Marine (DAFM), the Finnish Food Safety Authority and the Albanian national partner Creative Business Solutions (CBS).
The project is providing direct support to the relevant Albanian authorities with regard to the restructuring, reform and capacity-building of the agencies responsible for food safety, animal health, plant health and related services in Albania. Support is also being provided with regard to strenghthened food safety communication and in relation to Albania’s accession to the EU, notably with regard to preparatory work under Chapter 12 of the EU acquis.
General Scope of the Position
This short-term assignment requires input from a local legal expert in Albania to work on behalf of the Food Safety Project to support the Ministry of Agriculture and Rural Development in preparation of documentation required for Chapter 12 (EU acquis) negotiations talks and to assist in drafting key framework laws.
Chapter 12 of the acquis covers detailed rules on food safety, veterinary and phytosanitary policy. The general foodstuffs policy sets hygiene rules for foodstuff production. Furthermore, the acquis provides detailed rules in the veterinary field, which are essential for safeguarding animal health, animal welfare and safety of food of animal origin in the internal market. In the phytosanitary field, EU rules cover issues such as quality of seed, plant protection material, harmful organisms and animal nutrition.
Duties & Responsibilities
The expert will be required to work with EU experts to guide and assist the Ministry of
Agriculture and Rural Development in carrying out the following tasks:
Completion of tables of concordance for key pieces of EU legislation
Drafting answers to EU Commission’s Chapter 12 screening questionnaire
Assisting in assessment to conduct institution and administrative gap analysis (IAGA)
Drafting key framework national laws to align with EU legislation
Skills & Qualifications
University Degree in Law, Masters Degree or additional qualifications are an advantage
Working knowledge and experience on assessing Albanian legislation against EU acquis requirements
Experience in drafting legislation in line with Albanian legislative framework
Strong report writing, presentation and communication skills
Work experience with Public Administration is an asset
Strong verbal and written communication skills in Albanian and English
Good computer skills - proficient in Microsoft Office
Proven organisational and interpersonal skills required. Must be able to operate independently and prioritise effectively
Day-to-day reporting to the resident project Team Leader in Albania.
Fluent Albanian & English, as required.
The local Legal expert will be contracted to work on a short-term basis from May 2021 until December 2021 (total number of days subject to agreement).
