The 11th Subcommittee meeting on Trade, Industry, Customs and Taxation between the EU and Albania took place on 10 June 2020 via video conference. Representatives from the European Commission (Commission) discussed with relevant Albanian authorities the most recent developments in these areas. The meeting was co-chaired by Ms Vasilika Vjero, Deputy Minister for Ministry of Finance and Economy for Albania and Ms Tzvetina Tzvetkova, Permanent Secretary for the Subcommittee at the Directorate General for Neighbourhood and Enlargement Negotiations of the European Commission.
The parties discussed the consequences of and the response to the COVID-19 crisis both in Albania and the EU. They noted the significant decrease of trade in goods and services due to the crisis. The Commission praised the customs administration for maintaining the goods traffic fluid and the tax administration for its e-services to Albanian taxpayers. The Commission urged the authorities to examine any future and existing tax measures in light of their fiscal impact, as well as their alignment with the EU legislation in the field of taxation. In this respect the importance of the future Medium-term Revenue Strategy of Albania, which is under development was noted.
Concerning industrial policy, detailed information was presented on the significant uptake of the emergency measures by the enterprises. As the government is working on an economic recovery plan for 2030, the Commission recommended that this document would have to share the orientations with all existing other strategies that would affect industry during the lifetime of the recovery plan including the Business and Investment Development Strategy
