Reinforcing Aviation Security at Rafic Hariri International Airport

The project aims at improving the security of Lebanon's Rafic Hariri International Airport and reducing the likelihood of a terrorist attack against the airport.

The European Union is committed to fighting terrorism and supporting Lebanon in its efforts to withstand internal and external pressures as well as security threats. It does so by strengthening the resilience of its security institutions, including its border security agencies.

As part of the European Commission’s Instrument contributing to Stability and Peace (IcSP), and as a complement to existing EU initiatives within the security sector of Lebanon, this project seeks to reinforce the role that border agencies play as drivers of stability and national cohesion.

The European Union is committed to continuing to finance projects that are geared towards improving capacity at the Beirut Rafic Hariri International Airport, while developing synergies with like-minded technical assistance projects financed by the European Union.

Improve the security of Lebanon's Rafic Hariri International Airport and reducing the likelihood of a terrorist attack against the airport, through:

  • Improved coordination and cooperation among airport security agencies
  • Increased surveillance and security capacities

  • Airport Security Apparatus – functioning under the mandate of the Ministry of Interior and Municipalities
  • CERSA (Centre d’Entraînement pour le Renforcement de la Sûreté aéroportuaire)
  • Lebanese citizens and airport passengers

  • Technical assistance to strategic planning on airport security
  • Capacity building activities such as workshops, seminars and study visits to EU Member states covering security-related topics
  • Provision to the main beneficiaries, Airport Security Apparatus and CERSA, of state-of-the-art security equipment: explosive detectors, bomb disposal robot, sniffing dogs, training equipment (software and hardware), transport vehicles for the dogs and robots, as well as structural measures such as new dog kennels together with office and housing for the dog handlers

  • Improvement of strategic inter-agency cooperation of airport security agencies
  • Enhancement of operational inter-agency cooperation of airport security agencies
  • Increased performance through a set of capacity-building activities
  • Expansion of the security infrastructure at the airport
  • Development of Lebanon’s systems for the establishment and maintenance of professional standards in IBM
  • Expansion of the training infrastructure at CERSA
