Statement by High Representative/Vice President Federica Mogherini on the signature of the peace agreement between the Government of Mozambique and the RENAMO

Maputo, 6 August

The signature today of a definitive and comprehensive Peace and Reconciliation Agreement by the Government and the opposition RENAMO - following the announcement in Gorongosa of a definitive cessation of hostilities - delivers a message of hope well beyond the borders of Mozambique. 

In a world that is full of conflicts, where everything seems to go in the wrong direction, Mozambique is giving us hope, Africa is giving us hope.

The agreement testifies to the value of dialogue in the cause of reconciliation and national development.

Since my first visit to Mozambique 3 years ago and the talks I had back then with the President Filipe Nyusi and with representatives of RENAMO, I am delighted to be back in Mozambique at such a moment of opportunity. 

All friends and partners of Mozambique represented at today's ceremony are ready to play their part in making a permanent success of this agreement, bringing the long lasting peace all Mozambicans deserve.  

I wish to commend the unwavering determination and statesmanship shown by President Filipe Nyusi, by RENAMO's leader Ossufo Momade and by his predecessor the late Afonso Dhlakama. Their continued leadership, and the commitment of both parties and of all stakeholders, with the unflinching support of the international community, will remain crucial.

The European Union has actively supported the peace process in all its different phases and dimensions. I wanted to be present at the ceremony today not only to congratulate the parties on their achievement but to give a signal that the EU commitment to making a success of this agreement extends also into the future.

You can count on the European Union to continue to be at your side as you build peace. Peace is a living project that needs to be built every single day. The European Union stands ready to provide further support - using all the tools at our disposal - to ensure the successfull implementation of the agreement, built on an inclusive process both across society and across the whole territory of the country. 

The  European Union has allocated €60 million to support the implementation of the Agreement. I am confident that support for building local communities, implementing the decentralization process, supporting democratization and promoting long-lasting reconciliation can also promote the conditions for today's achievements to be sustained.
