Under the framework of the "Joint Africa-EU Strategy", the RGI brings together the European and African Union Commissions, AU and EU Member States, Financial Institutions, Regional Economic Communities and Sectoral/Thematic Institutions. The RGI aims to provide strategic orientation to the infrastructure agenda of the AU-EU Partnership.
The 5th AU-EU Summit, held in Abidjan in November 2017, adopted four main strategic priority areas, including "Mobilizing Investments for African Structural Sustainable Transformation". Four key challenges linked to this priority area defined the scope of the RGI meeting: "Energising Africa", "Digitalising Africa", "Interconnecting Africa" and "Investment Scale-up". The RGI adopted joint conclusions (see below), which will guide discussions at the 2018 College-to-College (C2C) Meeting of the European Union and African Union Commissions, taking place on 23 May 2018 in Brussels.
