Administrative Assistant (Local Agent Group II)  - REF VAC-2018-12

The European Union (EU) is composed of 28 European countries. It plays an important role in international affairs through diplomacy, trade, development aid and working with global organizations. Abroad, the EU is represented by 140 diplomatic representations, known as EU Delegations, which have a similar function to those of an embassy.

We offer

The EU Delegation to Afghanistan is now recruiting for the position as Administrative Assistant. In this job, the recruited person will be attributed functions depending on the needs of the Delegation. Upon recruitment, the successful candidate will occupy a specific job function as Administrative Assistant, although this job function may be changed in accordance with the needs of the Delegation. In this job function, the successful candidate will to assist with all aspects of administrative matters, with a particular focus on procurement procedures and following up contracts.

Functions and duties:

  • Draft tenders documents and follow up the whole process of awarding contracts, under the instructions of the Head of Administration.
  • Follow-up of life cycle of the contracts.
  • Follow-up of all budgetary lines related to personnel and administrative matters
  • Drafting of routine correspondence
  • Typing of correspondence
  • Keeping correct filing records
  • Performing any other duties as requested by the Head of Section and/or Head of Delegation

Section: Administrative Section

Working Hours: 8.30-12.30, 13.30-17.30

Group: II

Basic salary: EUR 2 563,00

Selection Criteria

Minimum Requirements:

  1. Medically fit to perform the required duties;
  2. The candidate must enjoy civil rights and have permit for employment under local law;
  3. Proficiency in  English, Persian and Pashto

Required education and experience:

  • University level or equivalent
  • Eight (8) years of minimum working experience after graduation in an administrative/secretarial position
  • Proficiency in English, Persian (Dari) and Pashto
  • Knowledge of another European or Afghan language would be an advantage
  • Ability to listen, to consult and to share information and ideas
  • Ability to work independently, as well as in a team
  • Capacity to focus on priorities and to organize work and deliver on time
  • Flexibility to work under pressure and to respond quickly to new demands

The procedure

After the deadline, the applications will be reviewed by a Selection Committee set up for this purpose. The Selection Committee will shortlist the candidates who are considered most suitable for the job on the basis of a preliminary assessment of the information provided in their application letter and supporting documents. The short-listed candidates will be invited to an assessment phase which may include an interview, if necessary; during this phase, the Selection Committee will assess the suitability of the candidates for the post.

The candidates who have not been short-listed will not be contacted individually; however, the Delegation will use the same means of publication as for this Vacancy Notice to inform the remaining candidates once the recruitment procedure has been completed whether a candidate has (or has not) been recruited.
