We offer

We offer a post of Budget Officer. Under this post, the recruited person will be attributed functions depending on the needs of the Delegation. Upon recruitment, the successful candidate will occupy a specific job function as Budget/Finance Assistant – this job function may be changed in accordance with the needs of the Delegation. Under this job function the successful candidate will serve as technical and support staff to below tasks and responsibilities under the supervision and responsibility of the relevant head of section.

Functions and duties


  • Checking of budgets and financial aspects of contracts and other agreements to be signed in the framework of EU co-operation with Afghanistan;
  • To assist in ensuring adherence by the Delegation to relevant EU procedures and guidelines relating to the contracting of co-operation activities.


  • Registration of invoices in relevant databases;
  • Monitoring of payments to ensure that deadlines are met;
  • Financial reporting and forecasts
  • Advising local contractors and beneficiaries on issues related to payments and other financial issues.
  • Acting in the roles of ENCOD and GESTFIN for all transactions;


  • Contribution to preparation and execution of audits;

Co-ordination, co-operation and representation

  • Liaison with the Operational Sections of the Delegation.

Selection Criteria

Minimum Requirements:

  1. Medically fit to perform the required duties;
  2. Enjoys civil rights and permits for employment under local law;
  3. has a satisfactory knowledge of; English, Persian (Dari) and Pashto

Required education and experience:

Education & Training

  • University degree; in economy / Business  Administration or any other related majors;
  • Certificate in accounting, audit, or equivalent financial management experience.

Knowledge & Experience

  • 3 years’ professional experience specific to the post prior to starting employment with the Delegation, and after the date of the diploma giving access to the position Good knowledge of international public procurement procedures;
  • Knowledge of EU cooperation programmes with Asia
  • Experience of project cycle management, logical framework analysis, economic and financial analysis.

Language skills

  • Excellency in English, both in verbal and written presentations
  • Proficiency in Persian (Dari) and Pashto (written and spoken)
  • Knowledge of another European or Afghan language would be an advantage

Communication skills

  • Capacity to communicate clearly and speak in public, present complex matters in a simple way and draft quickly and precisely.

Interpersonal skills

  • Ability to listen, to consult and to share information and ideas;
  • Teamwork skills.

Computer skills

  • Experience in the usage of computers and office software packages, experience in handling of web-based management systems

Management and organisational skills

  • Capacity to focus on priorities and to organise work to deliver on time;
  • Ability to negotiate in a multicultural and multilingual environment;
  • Capacity to monitor progress of work, organise reviews and supervise project teams.

Personal qualities

  • Flexibility to work under pressure and to respond quickly to new demands;
  • Commitment to assure quality, speed and accuracy in performing technical and procedural duties;
  • High degree of responsibility in handling EU funding.


Working environment: Budget/Accounting Assistant

Working Hours:  8.30-12.30, 13.30-17.30

Group: II

Basic salary: 2641 EURO

The candidates who have not been short-listed will not be contacted individually; however, the Delegation will After the deadline for applications, the applications will be reviewed by a Selection Committee set up for this purpose. The Selection Committee will prepare a short-list of candidates who are considered to be the most suitable for the post on the basis of a preliminary assessment of the information provided in their application letter and the supporting documents. The short-listed candidates will be invited to an assessment phase which includes an interview.

 During this phase, the Selection Committee will assess the suitability of the use the same means of publication as for this Vacancy Notice to inform the remaining candidates once the recruitment procedure has been completed and that a candidate has (or has not) been recruited.
