The mission will be based in Bangui and operate for an initial period of two years. The mission commander is General Eric Hautecloque-Raysz from France. Following up an EU military advisory mission (EUMAM RCA), EUTM RCA will work towards modernised, effective, inclusive and democratically accountable Central African Armed Forces (FACA). It will provide strategic advice to the Central African Republic's Ministry of Defence and the general staff, as well as education to officers and non-commissioned officers, and training to the FACA.
The Council approved the establishment of the mission on 19 April 2016. EU ambassadors within the Political and Security Committee agreed on the mission plan and the rules of engagement of EUTM RCA. Following this agreement, and taking into account the recommendation by the mission commander, the Council adopted on 12 July the decision to launch the mission on 16 July
