The strong relationship EUBAM developed with Rule of Law actors in Libya is one of the main tools of the European Union put forward as a means to help to stabilize Libya and its journey to a more secure society and better respect for human rights and dignity.
The MoU is the result of the close and comprehensive cooperation between the Ministry and the Mission. EUBAM is committed to assist the improvement of the Rule of Law and the criminal justice chain in Libya, as there can be no security nor stability without justice.
The agreement provides the overall framework for strategic cooperation, sets short and long-term joint engagement for the improvement of the Libyan criminal justice.
EUBAM will engage in strengthening the good work of the Ministry of Justice and all of its dependent bodies. The course of the training of trainers for the Judicial Police which took place in November 2017 is a practical example of this collaboration.
In cooperation with the European Union Delegation to Libya, EUBAM Libya is working to assist the Ministry of Justice in substantiating a solid foundation for the Rule of Law in Libya. Building on the present progress, EUBAM will assist its Libyan to foster accountability so that all citizens may have full faith in their institutions.
The first step in the implementation of the MoU will be the establishment of the Criminal Justice Improvement Working Group. The body will include representatives from across the criminal justice chain and will be a forum to identify areas of improvement, address the needs of the Ministry and provide assistance legal reforms, as well as assisting Rule of Law actors to work in harmony with the international agreements signed by Libya.
