Biography

Douglas Carpenter was accredited in September 2021 as Ambassador of the European Union (EU) to the Central African Republic. He is also accredited as EU Representative to the Economic and Monetary Community of Central Africa (CEMAC).

A literature graduate from Oxford University, Douglas began his professional life in Edinburgh with the Scottish government. With more than 25 years of experience in the service of the European institutions, he was between 2004 and 2008 economic and trade advisor to the European Commission in Tanzania, and later head of the sections “Ukraine, Moldova and Belarus”, and “South Caucasus” in the Europe and Central Asia Department of the European External Action Service (EEAS). Between 2013 and 2021 he was successively Deputy Head of the “Central Africa” and “Southern Africa” Divisions in the EEAS.

Of Belgian-British nationality, he is married with three children. He succeeds Samuela Isopi, EU Ambassador to the Central African Republic from 2017 to 2021.
