Ladies and gentlemen, dear colleagues, dear friends,

I am pleased to speak at this year’s European Space Conference. I remember well when we met one year ago and discussed how space has become a key component of the global security equation and how the rise in geo-political tensions we see on Earth are being extended and projected into the space.

On January 28, 2020, the Delegation of the European Union to the United States attended a ceremony at the headquarters of the National Aeronautics and Space Administration (NASA) renaming a cutting-edge ocean observation satellite after Michael Freilich, the former head of NASA's Earth Science Division.

22/01/2020 - Heutzutage verbringen wir in der Außenpolitik verständlicherweise viel Zeit damit, uns mit Krisen zu beschäftigen – von Libyen bis Iran, Irak, dem Sahel und darüber hinaus. Daneben müssen wir uns aber unbedingt die Zeit nehmen, uns mit längerfristigen strategischen Fragen zu befassen. Eine davon ist die Zukunft des Weltraums, und daher war es mir eine große Freude, am 21. Januar die 12. Europäische Weltraumkonferenz zu eröffnen.

22/01/2020 - En los últimos tiempos, en política exterior, lógicamente pasamos mucho tiempo gestionando distintas crisis, desde Libia hasta Irán, Irak, el Sahel u otras. Al mismo tiempo, es fundamental abordar cuestiones estratégicas a largo plazo y dedicarles tiempo. El futuro del espacio es una de ellas y me alegró poder inaugurar el 21 de enero la 12.ª Conferencia Europea del Espacio.

22/01/2020 - Aujourd'hui, dans le domaine de la politique étrangère, nous consacrons naturellement beaucoup de temps à la gestion de crises, de la Libye à l'Iran, à l'Iraq, au Sahel et au-delà. Parallèlement, il est essentiel de prendre le temps de traiter des questions stratégiques à plus long terme. L'avenir de l'espace est l'une de ces questions et j'ai été heureux de pouvoir ouvrir, le 21 janvier, la 12e conférence spatiale européenne.

22/01/2020 - These days in foreign policy we understandably spend a lot of time dealing with crises, from Libya to Iran, Iraq, the Sahel and beyond. At the same time, it is critical to take time out and address longer-term strategic issues. The future of space is one and I was glad that on 21 January I could open the 12th European space conference.

Awareness raising - Common understanding - Coordination of efforts. Dr. Carine Claeys, EU Special Envoy for Space, will participate in the 70th International Astronautical Congress taking place in Washington D.C.

The US Air Force 18th Space Control Squadron forewarns a potential ‘conjunction’ between the European Space Agency's Aeolus satellite and Starlink44, on 2 September at 11:02 UTC. Experts in ESA’s Space Debris Office calculate the collision probability. As days pass, probability of collision increases, and by Wednesday 28 August the team reaches out to Starlink to discuss options. Starlink do not plan to take action. ESA’s threshold for conducting an avoidance manoeuvre is a collision probability of more than 1 in 10000, which is reached by Thursday evening. On Sunday the decision is made to implement the manoeuvre. On Monday 2 September, a series of thruster burns are triggered at 10:14, 10:17 and 10:18 UTC, half an orbit before the potential collision – the first ever 'collision avoidance manoeuvre' performed by ESA to protect one of its spacecraft from colliding with a satellite in a large constellation.

В 2021–2027 гг. Европейский Союз планирует инвестировать 16 млрд евро для укрепления лидирующей позиции Европы в сфере освоения космоса. Новая космическая программа, бюджет которой будет на 50% больше, чем в предыдущий 7-летний период, укрепит позицию ЕС в мировой космической отрасли и позволит конкурировать как с другими государствами, так и частными компаниями, занимающимися освоением космоса.
