Following the entry into force of the Treaty of Lisbon on December 1, 2009, the European External Action Service was created and the Delegation of the European Commission was transformed into the Delegation of the European Union to Armenia and covers all areas of EU-Armenia relations. The Delegation in Yerevan is one of over 144 EU Delegations around the world.

Our roles and responsibilities

The Delegation of the European Union to Armenia, led by the EU Ambassador, represents the EU in Armenia, promote its values, and build networks and partnerships in the country. The EU Delegation is responsible for all policy areas of the relationship between the EU and Armenia, including political, economic, trade relations as well as human rights, security, and civil society. Aimed at providing a long-term basis for deepening relations between the European Union and Armenia, the Comprehensive and Enhanced Partnership Agreement (CEPA) entered into force on 1 March 2021 replacing the old Partnership and Cooperation Agreement (PCA) from 1999.

The mandate of the Delegation of the European Union to Armenia includes the following:  

  • To promote the political and economic relations between Armenia and the European Union by maintaining extensive relations with governmental institutions and by increasing awareness of the EU, its institutions, policies and programmes;

  • To monitor the implementation of the EU-Armenia Comprehensive and Enhanced Partnership Agreement (CEPA);

  • To support the implementation of CEPA through European Union’s financial tools; 

  • To closely coordinate with the EU Mission in Armenia (EUMA) and the EU Special Representative for South Caucasus and the Crisis in Georgia (EUSR);

  • To participate in the implementation of the European Union's assistance programmes.

Our Office

The structure of the Delegation of the European Union in Armenia

The Delegation is comprised of sections as well as the Office of the Head of Delegation. 

  • Political, Press and Information Section 

  • Cooperation Section

  • Finance, Contracts and Audit Section

  • Administration Section. 

Each section has a Head of Section. The Head of the EU Delegation is the EU Ambassador, Vassilis Maragos, who oversees the work of all sections.
