Technical and financial co-operation
EU technical and financial cooperation supports Armenia's wish for an increasingly close relationship with the European Union and helps the country's efforts to develop and implement strategic plans. The total EU assistance to Armenia amounts to over € 500 million since 1992 and the annual support has been growing progressively over the years.
As part of the European Neighbourhood Policy, Armenia benefits from the European Neighbourhood & Partnership Instrument (ENPI). The financial envelope for Armenia under the National Indicative Programme 2011-2013 is €157.3 million. . Its priority areas are democractic structures and good governance, trade and investment, as well as socio-economic reform and sustainable development. Under the National Indicative Programme 2007- 2010 , the financial envelope was € 98.4 million.
The assistance strategy for the bilateral cooperation under the ENPI has been developed in close consultation with the Armenian authorities and includes both technical assistance and new instruments, such as budget support and twinning. An overall objective is to support the Armenian national priorities in line with EU standards and best practices.
Armenia also benefits from cooperation activities financed under horizontal thematic programmes as well as the ENPI multi-country, regional programmes. The EU works closely with its Member States and other donors in Armenia to ensure the effectiveness of technical and financial cooperation.
The EU currently supports reforms in the areas of justice, democracy and human rights, vocational educational and training, migration, environment and nuclear safety, among others. Armenia is actively engaged in educational programmes, such as ERASMUS +, which also help strengthen relations between the EU and Armenia.
