The European Union (EU) is an economic and political partnership between 28 European countries. It plays an important role in international affairs through diplomacy, trade, development aid and working with global organisations. Abroad, the EU is represented through more than 140 diplomatic representations, known also as EU Delegations, which have a similar function to those of an embassy. The EU Delegation to Albania is a permanent diplomatic mission.

The Delegation's main tasks are the following:

• Facilitate the development of political and economic relations between the EU and Albania in the framework of the Stabilization and Association Process (SAP), which is the strategy for helping Albania in its path towards integration into the EU.

• Managing EU Assistance programmes.

• Disseminating information on the EU, informing the Albanian general public, decision makers and opinion formers about the integration process, EU institutions and its policies.

We offer a post of Programme Manager – International Aid / Cooperation Officer to ensure effective and efficient programming and implementation of Financial Assistance ensuring maximum impact to support the EU membership preparation to Albania.The selected person will support policy dialogue with all relevant ministries, agencies, donors and other relevant stakeholders in all areas of concern; contribute to the coordination of sector analysis and to the programming of activities under the instrument for Pre-accession Assistance (IPA); Contribute to the coordination of the analysis and implementation of the National Strategy for Development and Integration, the structure of Sector Working Groups and Delivery Units and the development of sector programmes; Contribute to the coordination of programming, identification and appraisal in close; Prepare and participate in donor coordination activities including regular meetings arranged by the Donor Technical Secretariat; Maintain good and effective contacts with the local operators in the field, with the national authorities and institutions, with representatives of the diplomatic missions of Member States, with representatives of international donors, with NGOs and other local non-official actors; Coordinate and prepare the IPA monitoring and monitoring sub-committees and regular follow-up and coordination meetings with the Ministry of Integration and the Deputy Prime Minister's office; Act as TAIEX and Twinning Coordinator and Coordinator for the Project Preparatory and Strengthening European Integration facility as well as for Administrative funds (ATA). In these functions, work closely with Programme Managers in Operations); Coordinate and oversee participation in EU programmes and EU Agencies; Act as contact point for the IPA multi-country programme; Coordinate the input and consultation on the Western Balkans Investment Framework; Initiate and process all aspects of the procurement process drafting Terms of Reference, launching tenders, evaluating the bids, preparing the contracting file), encode contracts and give operational visa on documents where required; Monitoring ongoing projects, attend management and monitoring meeting, elaborate progress report on projects and propose action if and when needed and provide 'Certified correct' for payments; Supervise and monitor procurement carried out by national authorities, contribute to 'Certified correct' visa on payment requests from national authorities and to the clearance of accounts procedures; Coordinate procurement pipeline with national authorities Support policy dialogue with all relevant ministries, agencies, donors and other relevant stakeholders in all areas of concern; Monitor and report on sectoral issues to the Head of Cooperation (including Early Warning on potential disputes); Contribute regularly and timely to the Delegation's reporting, as well as to any specific requests, including AOSD reports, procurement and payment forecasts, monitoring, procedures, assurance strategy etc; Prepare and organise internal meetings with the Operational Sections, Contracts and Finance, Political and administrative sections; Oversee the systems and procedures for filing, archives and access to documents and internal control standards for the Operational sections; In cooperation with the Communication officer of the Delegation, coordinate and propose production and dissemination of results of projects at workshops, seminars, conferences and other public events contributing to the achievement of the Delegation’s objectives for the visibility of EC activities in the country; Support the Communication officer with the processing and planning of Communication and Information related projects and contract; Coordinate the access to documents through the EUD website; Extract and disseminate “best practice” and facilitate exchange of experiences; Writing of briefings and speech.

Place of employment will be Tirana, Albania. The length of the working week shall be 37h30. The post is of Group I with a starting basic salary of 240996 ALL per month.

• Relevant University degree

• English (spoken and written) – high level (C1)

• Job related experience: at least 5 years of experience;

• Knowledge on Budget, Finance and Contracts
