The Temporary International Mechanism

The TIM was established in June 2006 by the European Commission at the request of the Quartet and the European Council to facilitate need-based assistance to the Palestinian people and to facilitate the maximum level of support by international donors. Emphasis has been given to the sectors that enable the continued functioning of essential public social services. TIM was phased out in March 2008 and replaced by PEGASE pdf - 60 KB [60 KB] without any interruption between the two systems.

The EC, 15 Member States, Norway, Canada, Switzerland and Australia contribute to the TIM. In 2006 the EC disbursed a total of €107.5 million through the TIM . In 2007 the EC committed €350 million through the TIM. The TIM works in close cooperation with the PA Ministry of Finance.

  • Window I - essential supplies and running costs of hospitals and health care centres, through the World Bank’s Emergency Services Support Programme (Window I);
  • Window II pdf - 65 KB [65 KB] (updated 18/01/08) - uninterrupted supply of energy utilities including fuel, through the Interim Emergency Relief Contribution (Window II).
  • Window III pdf - 71 KB [71 KB] (updated 18/01/08) - payment of social allowances to the poorest (Social Hardship Cases) and to key workers delivering essential public services (Low Income Cases) (Window III).
