EU Relations with Niue

Niue joined the African Caribbean Pacific (ACP) grouping in 2000. Since then about €6.6m have been provided under the 9th and 10th  European Development Funds (EDF), most of it for sustainable energy.

Political dialogue

The EU's political dialogue with Niue focuses on:

  • protecting its vulnerable environment, especially in relation to climate change
  • defending human rights and gender issues.

The EU and Niue are discussing how to collaborate more closely in multilateral fora on these and other issues.

Aid and cooperation

For the period 2014-2020, under the 11th EDF , an indicative amount of € 300  000 with focus on the Energy Efficiency / Renewable Energy sector is provided for in the National Indicative Programme signed on 2 September in Samoa [4 MB] .


For the period 2008-2013, under the 10th EDF, the Country Strategy Paper provides a budget of €3m.

The main focus areas for EU assistance and cooperation are:

  • building renewable energy  generating facilities
  • village economic development to improving living standards and encourage Niueans to stay on the island
  • technical cooperation to build institutional capacity - especially to qualify for budget support
  • climate change  - financed through the Global Climate Change Alliance including:
    • building resilience to climate change (with the University of South Pacific)
    • promoting sustainable long-term adaptation strategies (with the Secretariat of the Pacific Community).
