The EU’s financial support to Iraq from 2003 to the end of 2008
amounted to around 1 billion euro (DCI and ECHO funds).

The support has to date principally been channelled through the IRFFI – the International Reconstruction Fund Facility for Iraq, administered by the UN and the World Bank, in cooperation with the EU’s own departments responsible for financial assistance and humanitarian aid.
In the field of rule of law and Human Rights the EU supports projects and civil society organizations under the European Instrument for Democracy and Human Rights (EIHDR). Under the European Security and Defence Policy the EU is supporting an integrated rule of law mission, EUJUST LEX, with the aim of strengthening the rule of law and promoting a culture of respect for human rights by offering training to senior officials from the Iraqi criminal justice system.
