'In Control': New Handbook for Personnel Participating in Crisis Management Missions

Are you getting ready to work for a crisis management mission or already working in the field? This handbook has been produced by the ENTRi network (Europe's New Training Initiative for Civilian Crisis Management) with co-funding from the EU's Instrument for Stability. Titled 'In Control: A Practical Guide for Civilian Experts Working in Crisis Management Missions' the new handbook offers hands-on information and practical advice for everyday life and work in the field as well as background information on crisis management structures in international organisations.

Faster and more united?

The debate about Europe's crisis response capacity Over the last five years we have witnessed an extraordinary sequence of events including an increase in global terrorism, natural disasters of an unprecedented scale, kidnappings of EU citizens in conflict zones, coups and assassinations of political leaders. Such events have posed new challenges to our global security. The European Union, as an increasingly global security actor, has a responsibility to contribute to solving conflicts and assist war-torn countries or those devastated by natural disasters. From early warning to early action?

The debate on the enhancement of the EU's Crisis Response capability continues Over the last two years the European Union has taken a range of steps to enhance the wat it deals with international crises and natural disasters. EU financial resources for crisis response have increased more than four-fold since 2006. These resources are being used in closer cooperation and partnership with European Union Member States, NGOs and the think tank community in Europe and beyond. New ways of acting faster on the bais of early warning have been drawn up. This new book is a collection of writing illustrating the progress made in these areas against the background of discussion and input from policy experts and practicioners in the field. It builds on the range of views aired at the Commission's conference 'From Early Warning to Early Action', held in November 2007, involving more than 900 diplomats, officers, practicioners, scholars and advocates, representing all facets of the network of European crisis responders. The book - one of the few comprehensive examinations of crisis response and preparedness in action - is divided into four main parts: partnership building, mediation and peace keeping, natural resource wars, and trans regional threats, early warning and intelligence. It is a follow up to "Faster and more united?", an overview of discussion on the EU's crisis response capacity published in 2006.

Making the difference?

What works in response to crises and security threats - the debate continues. In recent years the European Union has taken a range of steps to enhance the way it deals with international crises and natural disasters. In addition to a substantial increase of EU funding, there is closer cooperation between the European Commission, other EU institutions, EU Member States, NGOs and the think tank community in Europe and beyond. New ways of ’making the difference’ in terms of crisis response and capacity building have been developed. This new book represents some of the debates conducted during the conference ‘Making the difference: Strengthening capacities to respond to crises and security threats’ organised by the European Commission on 3 and 4 June 2009 in Brussels. This event is organised every two years and aims at highlighting successful techniques, methods and approaches to conflict transformation, crisis response and peace-building. As such, this book is a follow-up to the two previous volumes: ‘From early warning to early action? The debate on the enhancement of the EU’s Crisis Response capability continues’ and ‘Faster and more united? The debate about Europe’s crisis response capacity’. The new volume brings together photojournalism from the field along with articles by and interviews with policy experts and crisis response practitioners.
