The European Neighbourhood Policy (ENP), established in 2004 with the enlargement of the European Union, offers the EU and the Palestinian Authority a new framework to reinforce an already close relationship in preparation for the establishment of an independent and viable Palestinian State, living side by side with Israel in peace and security.
The "working and guiding tool" of the ENP is the joint EU-PA Action Plan concluded in 2013. It sets the agenda for political and economic cooperation between the European Union and the Palestinian Authority, and its implementation will help fulfill the provisions in the EU-PA Interim Association Agreement, and support the PA's national reform objectives to consolidate democracy, accountability, transparency and justice in the West Bank and Gaza Strip.
The implementation of the mutual commitments and objectives set out in the Action Plan is regularly monitored through Sub-Committees.
