EU improves situation with irregular migrants in Ukraine (21/10/2011)
The European Union has allocated € 30 million to enable the European Union – Ukraine Readmission Agreement to deal with illegal migrants, strengthen national migration policy, and to build seven Temporary Holding Facilities as well as two Migrant Custody Centres over the next two and a half years.
The EU ‘Consultancy to Set Up Custody Centres and Temporary Holding Facilities for Irregular Migrants’ will help Ukraine detain and adequately treat irregular migrants - in compliance with European best practices and humanitarian standards set by Council of Europe, the European Court of Human Rights, the Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment, as well as the EU acquis communitaire.
The project's specific objective is to support Ukraine in designing, establishing/refurbishing and equipping Temporary Holding Facilities and Custody Centres for irregular migrants in line with European standards. The refurbished centres will ensure adequate accommodation and treatment of readmitted or otherwise apprehended irregular migrants, according to recommendations set by the Council of Europe and the Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment.
Contracts for Temporary Holding Facilities are planned to be signed in: Pavlovychi (Lviv region), Smilnitsya, (Lviv region), Uzhgorod (Zakarpattia region), Velikiy Berezniy (Zakarpattia region), Solotvino (Zakarpattia region), Sopych (Sumy region), Krasnodon (Lugansk region). Migrant Custody Centres are intended to be built in Zhdanivka (Donetsk region) and Martynivske (Mykolaiv region). The construction of the Temporary Holding facilities is expected to start in the autumn of 2011 and to be completed by the spring of 2014.
On 19 October 2011, the EU Delegation to Ukraine and the State Border Guards Service of Ukraine inaugurated the commencement of construction of the first Temporal Holding Facility in Sopych, Sumy region.
