La Unión Europea reafirmó hoy su compromiso con la reducción de riesgos de desastres en América del Sur, con el lanzamiento de un nuevo plan de acción 2013-2014 que invertirá 49.8 millones de soles (14.5 millones de euros) en 10 países del continente para mejorar la preparación y reducir la vulnerabilidad ante fenómenos naturales extremos como terremotos, tsunamis, sequías, inundaciones y deslizamientos de tierras. Perú es uno de los países más beneficiados, con casi 8.2 millones de soles (2.4 millones de euros) en proyectos que incidirán sobre instituciones nacionales así como sobre comunidades en las regiones de Ayacucho, Huancavelica, Puno, Apurímac, Cusco, Tumbes, Piura, La Libertad y Lima.

The second generation Schengen Information System (SIS II) has entered into operation to increase security and facilitate free movement within the Schengen area. The SIS II allows for an easy exchange of information between national border control authorities, customs and police authorities on persons who may have been involved in a serious crime. It also contains alerts on missing persons on certain property, such as banknotes, cars, vans, firearms and identity documents that may have been stolen, misappropriated or lost.

The EU has issued today its revised import preference scheme - known as the Generalised Scheme of Preferences (GSP) - for developing countries most in need which will take effect from 1 January 2014. The new scheme will be focused on fewer beneficiaries (89 countries) to ensure more impact on countries most in need.

The findings were announced today by European Commissioner for Development Andris Piebalgs at the European Development Days. The new Eurobarometer survey on development shows that 61% of Europeans are in favour of increasing aid to help people out of poverty.

After 18 years of negotiations, Russia joins the World Trade Organisation (WTO) as its 156th member today. The European Commission has announced the final and biggest ever set of calls for proposals for research under its Seventh Framework Programme (FP7). In total, €8.1 billion will support projects and ideas that will boost Europe's competitiveness and tackle issues such as human health, protecting the environment and finding new solutions to growing challenges linked to urbanisation and managing waste. The funding – which is open to organisations and businesses in all EU Member States and partner countries - makes up the lion's share of the EU's proposed €10.8 billion research budget for 2013.

The Anti-Counterfeiting Trade Agreement (ACTA), was rejected by the European Parliament, and hence cannot become law in the EU. The EU signed today an ambitious and comprehensive Trade Agreement with Colombia and Peru. EU Trade Commissioner Karel De Gucht signed the deal together with Danish Ambassador Jonas Bering Liisberg representing the Presidency of the Council of the EU, the Colombian Minister for Trade Sergio Díaz-Granados, and the Peruvian Minister for Foreign Trade José Luis Silva Martinot.

The newly signed agreement between the EU, Colombia and Peru will open up markets on both sides and increase the stability of the trade relationship that was worth €21.1 billion in bilateral trade in goods in 2011. The agreement includes far-reaching measures on the protection of human rights and the rule of law, as well as commitments to effectively implement international conventions on labour rights and environmental protection. The agreement will provisionally take effect once the European Parliament has given its consent and ratification procedures are concluded in Peru and Colombia. Full entry into force will be pending ratification by the 27 EU Member States. The key elements of this agreement are outlined in this Memo.

The European Commission adopted the EU Strategy towards the Eradication of Trafficking in Human Beings (2012-2016), a set of concrete and practical measures to be implemented over the next five years.
